Traffic Calming Program/Speed Cushions
In 2022, Tempe updated its Neighborhood Traffic Calming Guide PDF to clarify the approval process to install traffic mitigation devices, such as speed cushions, traffic circles and medians. The program allows transportation staff to work with neighborhoods to develop efficient traffic calming solutions on local streets, that create a safe, efficient, accessible and balanced transportation system.

Alameda Drive between Dorsey Lane and McClintock
5/2025: A traffic calming request for speed cushions along Alameda Drive between Dorsey Lane and McClintock Drive was performed per Step 2 of the Tempe Neighborhood Traffic Calming Guidelines. The study results showed Alameda Drive was eligible for traffic calming with neighborhood approval. Surveys were sent to the residents that would be affected by the installation of speed cushions asking them if they were in favor of or against the proposed installation. After receiving and verifying the votes, Alameda Drive did not meet the required support for the installation of speed cushions.

The study results showed Fremont Drive was eligible for traffic calming with neighborhood approval. After receiving and verifying the votes, Fremont Drive did not meet the required support for the installation of speed cushions.
Broadmor Drive between Mill Avenue and College Avenue

The study results showed Broadmor Drive was eligible for traffic calming with neighborhood approval. After receiving and verifying the votes, along Broadmor Drive met the required support for the installation of speed cushions. Construction is anticipated in Summer 2025.

5th Street between Price Road and Evergreen Road
9/2024: A traffic calming request for speed cushions along 5th Street between Price Road and Evergreen Road was performed per Step 2 of the Tempe Neighborhood Traffic Calming Guidelines. The study results showed 5th Street was eligible for traffic calming with neighborhood approval. Surveys were sent to the residents that would be affected by the installation of speed cushions asking them if they were in favor of or against the proposed installation. After receiving and verifying the votes, 5th Street did not meet the required support for the installation of speed cushions.
College Avenue between Apache Boulevard and Southern Pacific Railroad
In May and June of 2024, residents of the neighborhood were surveyed for installation of speed cushions along College Avenue from Apache Boulevard to the UPRR tracks as the corridor met the criteria for traffic calming based on speed and volume data. While 60% of residents were in favor of the installation of speed cushions, this did not meet the 70% support needed per the Tempe Neighborhood Traffic Calming Guide typical requirements. After a crash that occurred on an early Sunday morning in October 2024, some University Park residents requested Transportation staff evaluate the corridor again for safety improvements. Staff found thirteen total crashes in a ten year period. Staff has also collected speed data and the most recent counts show the 85% speed (the speed at which 85% of the vehicles are traveling at or below) for northbound is 31mph and southbound is 33mph; the posted speed limit is 25 mph. Considering these speeds and the history of crashes, staff feel it is important to move forward with some additional street design measures to address safety. Per the Tempe Neighborhood Traffic Calming Guide, “city staff retains the ability to modify the traffic calming process or a traffic calming plan to address issues such as safety.” Construction is anticipated in Summer 2025.”
Roosevelt Street and Wilson Street between 1st Street and 5th Street
9/2024: The Riverside Neighborhood Association received developer funds for the installation of speed cushions. A traffic calming request for speed cushions along Roosevelt Street and Wilson Street between 1st Street and 5th Street was performed per Step 2 of the Tempe Neighborhood Traffic Calming Guidelines. The study results showed College Avenue was eligible for traffic calming with neighborhood approval. Surveys were sent to the residents that would be affected by the installation of speed cushions asking them if they were in favor of or against the proposed installation. After receiving and verifying the votes, along Roosevelt Street and Wilson Street between 1st Street and 5th Street met the required support for the installation of speed cushions. Staff is working to coordinate the installation of speed cushions. Construction is anticipated in Summer 2025.”
