Kyrene, Roosevelt, Farmer Bike/Ped Improvements Project

The project, which is located between University Drive and Baseline Road, will travel on Farmer Avenue, Roosevelt Street and Kyrene Road. Proposed improvements include a cycle-track (two-way separated bike facility), buffered bike lanes, wayfinding signage, street crossing treatments, new sidewalks, ADA directional ramps and a new pedestrian signal at Western Canal and Baseline Road. Construction is anticipated to start in early 2026 and be completed fall 2026. Construction will begin on the south end progressing north and when complete, the improvements will provide a low-stress, multi-modal route linking Kiwanis Park, Clark Park and Downtown Tempe. The project will also realign the current ‘Handlebars’ BIKEiT Bike Boulevard route and provide connections to regional bicycle and pedestrian facilities, like the Western Canal Multi-use Path. These improvements will not impact on-street parking in front of homes, trash collection, or reduce the number of  travel lanes.

Construction updates-June 5, 2026

Construction is underway for the Kyrene, Roosevelt, Farmer Bike/Ped Improvements Project. Crews are currently working at Dwight Park to install a new multi-use path as well as working in surrounding neighborhoods to install Americans with Disabilities Act (ADA) ramps and sidewalks. Installation of streetlights and sidewalks will start in the next few weeks at Kyrene and Baseline Roads. 

Addtionally, crews will begin sidewalk, driveway and Americans with Disabilities Act (ADA) ramp installations and upgrades on June 10 along Farmer Avenue from 13th Street to University Drive. Crews will also be installing ADA warning pads along 13th Street from Roosevelt Street to Farmer Avenue starting on June 10.

Anticipated timeline and work hours: June 10 – end of June, work hours: 5 a.m. to 5 p.m., 4 a.m. for concrete pouring 

24-hour impacts:   

  • Construction may impact area parking and parking restrictions may occur on a 24-hour schedule until work is completed   
  • There will be intermittent traffic lane, alley, sidewalk and crosswalk restrictions so please be aware of barricades, signage and detours. City services will remain on schedule  
  • Some properties will have impacts to their driveways and they will be notified by door hanger of this work

Please follow no parking signage when posted; vehicles left in work areas will be relocated to a nearby location. Project timelines are subject to change.

You may have seen blue staking (marking where utility and property lines are) in City Right-of-Ways throughout your neighborhood in preparation for construction. If you have any questions regarding blue staking or construction, please call the project hotline below.  Parking near the work areas may be impacted by construction. Following the completion of this work, Farmer Avenue will be milled and paved and striping and any speed hump installation will begin after paving. Tempe will work to minimize impacts during this project.

Project History

This project was formerly known as the North South Rail Spur Project. During the multi-year planning process, the City determined that it would not be able to acquire all the necessary easements from the Union Pacific Railroad (UPRR) to construct the path. ln Fall 2019, City  Council directed staff to pursue an alternative alignment for the project.

Public Meetings 

  • A construction kick off meeting was held January 20, 2026.
  • A public meeting was held September 20, 2023 with public comment taken from Sept. 20 to Oct. 3, 2023.  
  • Public meetings were held April 19, 2023 with public comment taken from April 19 to May 2, 2023. Watch the  video from the April 19, 2023 meetings.  Read the comments PDF.
  • Meetings regarding the previously planned route were held Wednesday, Oct. 3, 2018 and Saturday, Oct. 13, 2018 with public comment from Oct. 3 to Oct. 27, 2018.

Funding

  • Design: $253,479 using Transit Tax Fund
  • Construction: $2.3 million Congestion Mitigation and Air Quality Improvement grant, $458,738 Transit Fund, and $36,754 Development Impact Fees.
