Valley Benchmark Communities (VBC) is a group of Arizona municipalities working to improve local government performance. VBC creates an annual trend report that informs, represents, and supports its members and the general public. This report includes measures in the following service categories: Demographics, Fire Services, Police Services, Library Services, Parks and Recreation Services, Water, Sewer, and Trash Services, Finance and Administration Services.
