Signature City Surveys
SMIO conducts three Signature City Surveys, administered by an independent contractor. Results are presented to the City Council, employees and their employee groups, business partner groups, and community in November as part of the Performance-Led Budgeting kick-off to the annual budget process.

The 2026 Employee Survey is now open to all City of Tempe employees. Please visit the Bridge to access the survey link.
Data utility
The information collected from the surveys is used to inform decisions, city operations, and prioritize service delivery, performance-led budgeting, and planning. Insights about areas for opportunities for improvement.
Survey Dashboards
The survey dashboards offer viewers an interactive platform to engage with the survey data through cross-tabulations, trends, key demographics of respondents, investment priorities, as well as mapping results and benchmarking.
