Performance Measures and Measurable Strategies
SMIO partners with City departments to translate City Council’s Strategic Priorities into action—developing and managing more than 100 outcome-based performance measures and key strategies aligned to the Council’s five priority areas. Each performance measure includes an achievement statement, clear baselines, and targets and are tracked for progress, accountability, and outcomes.
Performance is benchmarked against top-performing cities (top 10%) and industry standards to ensure Tempe remains competitive and results-driven. SMIO convenes cross-department strategic planning sessions to break down silos and drive coordinated solutions, while conducting reviews of all performance measures to ensure accuracy, relevance, and continuous improvement.
