Rosa Inchausti, Director of Strategic Management & Diversity, M.A., C.C.D.P.
Rosa Inchausti is the Director of the Strategic Management and Diversity Office for the City of Tempe in Tempe, Arizona. She has worked for Tempe for the past 24 years, originally hired as the City’s first bilingual Marriage and Family Therapist through the Social Services Division. She received a promotion in 2002, becoming the City’s first Diversity Director and her most recent promotion becoming the City’s first Director of Strategic Management and Diversity. In 1990, Rosa received her Bachelor of Arts in Psychology from Loyola Marymount University in Los Angeles, California. She then received a Master of Arts in Counseling from Northern Arizona University in Flagstaff, Arizona. In her role as Office of Strategic Management and Diversity Director, Rosa is responsible for aligning the City Council’s priorities into an actionable Strategic Plan, additionally advocating fair and equitable treatment for all City of Tempe employees. Her main role is that of a Safe Haven for any employee requesting assistance with issues regarding discrimination, retaliation or harassment. In a proactive role, she works with individuals and groups to raise awareness of civil treatment issues. Rosa oversees the implementation of the City of Tempe Diversity Action Plan, which proactively identifies ways to create a more inclusive workforce. Rosa also teams with City Council appointed community members such as the Human Relations Commission and the Commission on Disability Concerns in identifying opportunities for the promotion of Tempe’s diverse community. Other community groups Rosa works with include the Tardeada Advisory Board, the Tempe Gay/Straight Alliance, and the African American Advisory Board. Additionally, Rosa has a strong relationship with small and minority-owned businesses. She seeks and creates opportunities to improve business partnerships with historically underutilized businesses in Tempe. Rosa currently serves on the East Valley Hispanic Chamber of Commerce Board and the Tempe Sister City Board.

Ginny Belousek, Diversity Manager, C.C.D.P.
Ginny Belousek is the Diversity Manager for the City of Tempe. She has been employed with Tempe for over 30 years, and has worked in various city departments, including the Library, Community Services, and Recreation. Ginny has a Bachelor’s of Interdisciplinary Studies degree from Arizona State University, and a certification as a Diversity Professional from Cornell University. In her role as Diversity Manager, Ginny is responsible for advocating fair and equitable treatment for all City of Tempe employees. Her main role is that of a Safe Haven for any employee requesting assistance with issues regarding discrimination, retaliation or harassment. She is also responsible for the administration of the City’s Anti-Discrimination Ordinance. In a proactive role, she works with individuals and groups to raise awareness of civil treatment issues. Ginny plans and coordinates all Diversity events and programming, such as the Tempe Tardeada, the MLK Diversity Awards Breakfast, the Regional Unity Walk, the Diversity Dialogue Programs, the Mentoring Program, and the “Who’s Your Neighbor” brown bag luncheons. Ginny staffs the Tempe Human Relations Commission, the Tardeada Advisory Board and the Diversity Steering Committee. She is a facilitator of various Inclusion and Equal Pay Negotiation Trainings.

Michele Stokes, ADA Compliance Specialist
Michele Stokes, ADA Compliance Specialist, has been engaged in facilitating access and inclusion, addressing requests for accommodations to facilitate ADA and 504 compliance for over 30 years in the Valley of the Sun. Profoundly deaf/oral, Michele is always seeking new approaches, technology and strategies to increase inclusion and access for people with disabilities or functional needs.
She staffs the city's Commission on Disability Concerns; liaisons with city departments and the community to resolve disability concerns. She coordinates grants and resources to facilitate pilot projects affecting access. The most recent is a Disability Cultural and Linguistic Competency change to support Tempe’s BEST Program - Building Employment Supports and Training. Tempe’s BEST Program will increase hiring of employees with developmental disabilities in Tempe.

Aaron Peterson, Strategic Management Analyst
Aaron Peterson is a member of the Strategic Management team that works with city departments in developing management systems, strategic and operational planning, performance management, process management, consulting services, and provides organization-wide training programs. He has been employed with Tempe for 28 years, and has worked in Financial Services and the Police Departments as well. He holds a Bachelor’s degree in Psychology from ASU, an MBA from Western International University. He is a certified instructor in programs such as: Real Colors, Crucial Conversations, Crucial Accountability, 7 Habits for Managers, and others. He is also an experienced program designer of programs such as Conflict Management, Followership/Leadership, and Customer Service.

Wydale K. Holmes, Strategic Management Analyst, MPA, CPM, SPHR
Wydale K. Holmes is a Strategic Management Analyst for the City of Tempe. She has been employed with Tempe for over 18 years, and has worked in Community Services, Parks and Recreation, Cultural Services, Human Resources, Tempe Learning Center, City Manager’s Office, and Internal Services. She provides facilitation and analysis in strategic management and partners with City departments to develop strategy and action plans, measure performance, and implement strategic plans to achieve the City Council's priorities. Wydale is a developer and facilitator in the organization for performance, organizational, and leadership trainings. Wydale holds a Master of Public Administration degree from Arizona State University and a Bachelor of Science degree in Management. Wydale has earned the Senior Professional in Human Resources (SPHR), Certified Public Manager (CPM) designations and the ITIL Foundation Certification in IT Service Management. She has specialized training in organizational performance consulting, mediation, grant writing, and public sector HR management. Wydale has completed Arizona State University’s Executive Leadership Institute. She trained in the Techniques of Participation (ToPs) Facilitation and Strategic Planning Methodologies. Wydale is a member of the International City Manager Association (ICMA), and a former board member of the Tempe Professional Development Club. She is a graduate of Tempe Leadership, Class of XXXII.
