Rosa Inchausti, Director of Strategic Management & Diversity, M.A., C.C.D.P.
Rosa Inchausti is the City of Tempe’s Strategic Management & Diversity Director. She has a Bachelor of Arts in Psychology from Loyola Marymount University in Los Angeles, California and a Master of Arts in Counseling from Northern Arizona University in Flagstaff, Arizona. Her 27 years with the City have included many firsts. She began her career as the first bilingual Marriage and Family Therapist which was then followed by a promotion to be the first Diversity Director. Her most recent promotion was to the role of the first Strategic Management and Diversity Director. In this role she is responsible for aligning the City Council’s priorities into an actionable Strategic Plan and leading the organization into being a data driven organization. Rosa also identifies and recommends the adoption of new technologies and innovations that advances the quality of life for the community. These advances can be seen with her work as the co-chair of Tempe’s Technology and Innovation Steering Committee. Two notable projects have been the creation of a roadmap for the integration of Autonomous Vehicles into a municipality and Wastewater epidemiology. Most importantly, Rosa’s true passion and dedication is in prioritizing equity and inclusion in all city operations

Michele Stokes, ADA Compliance Specialist
Michele Stokes, ADA Compliance Specialist, has been engaged in facilitating access and inclusion, addressing requests for accommodations to facilitate ADA and 504 compliance for over 30 years in the Valley of the Sun. Profoundly deaf/oral, Michele is always seeking new approaches, technology and strategies to increase inclusion and access for people with disabilities or functional needs.
She staffs the city's Commission on Disability Concerns; liaisons with city departments and the community to resolve disability concerns. She coordinates grants and resources to facilitate pilot projects affecting access. The most recent is a Disability Cultural and Linguistic Competency change to support Tempe’s BEST Program - Building Employment Supports and Training. Tempe’s BEST Program will increase hiring of employees with developmental disabilities in Tempe.

Aaron Peterson, Strategic Management Analyst
Aaron Peterson is a member of the Strategic Management team that works with city departments in developing management systems, strategic and operational planning, performance management, process management, consulting services, and provides organization-wide training programs. He has been employed with Tempe for 28 years, and has worked in Financial Services and the Police Departments as well. He holds a Bachelor’s degree in Psychology from ASU, an MBA from Western International University. He is a certified instructor in programs such as: Real Colors, Crucial Conversations, Crucial Accountability, 7 Habits for Managers, and others. He is also an experienced program designer of programs such as Conflict Management, Followership/Leadership, and Customer Service.

Wydale K. Holmes, Strategic Management Analyst, MPA, CPM, SPHR
Wydale K. Holmes is a Strategic Management Analyst for the City of Tempe. She has been employed with Tempe for over 18 years, and has worked in Community Services, Parks and Recreation, Cultural Services, Human Resources, Tempe Learning Center, City Manager’s Office, and Internal Services. She provides facilitation and analysis in strategic management and partners with City departments to develop strategy and action plans, measure performance, and implement strategic plans to achieve the City Council's priorities. Wydale is a developer and facilitator in the organization for performance, organizational, and leadership trainings. Wydale holds a Master of Public Administration degree from Arizona State University and a Bachelor of Science degree in Management. Wydale has earned the Senior Professional in Human Resources (SPHR), Certified Public Manager (CPM) designations and the ITIL Foundation Certification in IT Service Management. She has specialized training in organizational performance consulting, mediation, grant writing, and public sector HR management. Wydale has completed Arizona State University’s Executive Leadership Institute. She trained in the Techniques of Participation (ToPs) Facilitation and Strategic Planning Methodologies. Wydale is a member of the International City Manager Association (ICMA), and a former board member of the Tempe Professional Development Club. She is a graduate of Tempe Leadership, Class of XXXII.
