Meet the Command Staff

Executive Team
Chief Kenneth D. McCoy, Jr. serves as the Chief of Police for the City of Tempe, leading more than 500 sworn and professional staff dedicated to keeping the community safe. With over 30 years of service in law enforcement, the military, and executive leadership, Chief McCoy is committed to building trust, promoting accountability, and strengthening community partnerships.
Before joining Tempe, Chief McCoy served as Chief of Police for the Anchorage Police Department, Alaska’s largest municipal agency, where he led 600 employees and advanced reforms centered on transparency, equity, and community engagement. He also held an executive leadership role with Providence Health as Division Chief of Diversity, Equity, and Inclusion, where he worked to embed inclusive leadership practices across a large, multi-state healthcare system.
Chief McCoy is a graduate of the Naval Postgraduate School’s Executive Leaders Program and the University of Virginia’s Darden School of Business, and he is a graduate of the FBI National Academy. He holds a Bachelor of Arts in Justice from the University of Alaska Anchorage and served as a U.S. Army and Alaska Army National Guard officer, achieving the rank of Captain.
Throughout his career, Chief McCoy has been recognized for his leadership and commitment to public service, including induction into the New Mexico Military Institute Hall of Fame. He continues to champion collaborative, community-focused policing to ensure Tempe remains a safe and thriving city for all.
Dan O’Neil joined the Tempe Police Department in October 2023 after a distinguished 22-year career with the City of Auburn in the State of Washington. Dan is currently assigned to the Field Operations Division, which includes patrol, traffic, and several uniformed specialty units.
Throughout his career, he has served as a Field Training Officer and Patrol K9 handler. After rising to the rank of sergeant, he took on roles in patrol, property crimes, special investigations, and administrative services. As a Commander he was assigned to patrol and served as the departments SWAT Commander. He retired from the Auburn Police Department as the Chief of Police.
He holds a master's degree in public safety executive leadership from St. Cloud State University and a bachelor's degree in criminology from Eastern Washington University. He is a graduate of the IACP Leadership in Police Organizations and Northwestern University’s School of Police Staff and Command, session #422.
Dane Sorensen was born in Glendale, AZ, and grew up in the Valley. He originally entered law enforcement with the Arizona Game and Fish Department and lateralled to the City of Tempe in 2003. Dane has served in various officer roles in the agency, including Patrol, Downtown Bikes, and the ACTION Team.
Dane was promoted to Sergeant in January of 2012 and returned to Patrol Midnights for several years. Dane transferred to Gang Sergeant in 2014 and remained in that position until he was promoted to Lieutenant in 2017. As a Lieutenant, Dane worked in Special Events and in Personnel Services as the Training and Hiring Lieutenant. Dane was promoted to Commander in 2021 and served in Personnel Services over Internal Affairs, Training, Hiring, Policy, and Detention. Dane was promoted to Assistant Chief in 2023, where he oversaw the Field Operations Division, which includes North and South Patrol functions in the City of Tempe. Dane currently leads the Criminal Investigations Division.
Dane holds a Bachelor of Science in Wildlife Resources from the University of Idaho and a Master’s in organizational leadership from Northern Arizona University. Additionally, Dane completed LAPD West Point Leadership in 2017 and Northwestern School of Police Staff and Command – Class 461 in 2019. Dane has been married to his wife, Michelle, for 17 years, and they have two wonderful children.
Assistant Chief James Sweig began his career with the Tempe Police Department in January 1998. Over the course of more than 27 years of service, he has promoted through the ranks from Patrol Officer to Assistant Chief, serving in a wide range of assignments across the organization.
As a Patrol Officer, he worked in Field Operations and as a Field Training Officer before transferring to the Criminal Investigations Bureau, where he investigated both Property and Persons Crimes. Promoted to Sergeant in 2007, he supervised patrol operations, Property Crimes, Robbery Crimes, and the Internal Affairs Unit.
In 2017, he was promoted to Lieutenant, where he commanded the Detention Section, Special Events Section, Traffic Section, and Patrol Operations. Promoted to Commander in 2021, he first served as the South Patrol Commander and later led the Personnel Services Bureau, overseeing Recruiting and Hiring, Training, Firearms, and Policy Development. He was promoted to Assistant Chief of Police in February 2024.
Assistant Chief Sweig was first assigned to lead the Investigations Division, where he oversaw the Criminal Investigations Bureau and the Police Analytics Bureau. He currently serves as the Assistant Chief over the Support Services Division, which includes the Emergency Communications Bureau, the Personnel Services Bureau, as well as the Budget Section and Accreditation.
He is a graduate of the Northwestern University School of Police Staff and Command (Session #461) and the Senior Management Institute for Police (SMIP, Class 91). He has also completed the FBI-LEEDA Trilogy leadership series, the AZ POST Arizona Leadership Program (Class 23), and the U.S. Army Police School (Class 024-90). He holds a Bachelor’s degree in Public Safety Administration and a Master’s degree in Criminal Justice with an emphasis in Law Enforcement from Grand Canyon University.
He is a member of the Arizona Association of Chiefs of Police (AACOP), the International Association of Chiefs of Police (IACP) Law Enforcement Torch Run Committee and is recognized as an Accredited Command Executive by the AACOP Arizona Law Enforcement Accreditation Commission.
Rachel R. Heintz joined the City of Tempe as the Police Department’s Legal Advisor in July of 2024. Prior to working with the City of Tempe, Legal Advisor Heintz was Sex Crimes Prosecutor for the Maricopa County Attorney’s Office. In that position, Legal Advisor Heintz prosecuted hands on and internet-enabled sex crimes involving adult and/or child victims. Legal Advisor Heintz previously held the role of Assistant Attorney General (AAG) with the Southern Arizona White Collar and Criminal Enterprise Section of the Arizona Attorney General’s Office in Tucson, Arizona, where her practice focused on investigations and prosecutions involving digital evidence and internet-enabled criminal activity. Prior to that, Legal Advisor Heintz was a Postal Inspector with the United States Postal Inspection Service (USPIS), where she investigated transnational criminal organizations committing fraud and money laundering and served as a liaison between the USPIS, United States law enforcement, and foreign law enforcement entities. Before becoming a Postal Inspector, Legal Advisor Heintz served as a Deputy County Attorney for the Yavapai County Attorney’s Office in Prescott, Arizona.
In these positions, Legal Advisor Heintz has conducted training on a variety of criminal law topics to U.S. and international law enforcement and prosecutors. Legal Advisor Heintz volunteers as a subject matter expert on financial crimes, digital evidence, and asset forfeiture with the Attorney General Alliance-Africa, the Financial Services Volunteer Corps, and American Bar Association’s Rule of Law Initiative. She has assisted in capacity building with these groups in Zambia, South Africa, and the Kingdom of Jordan, among other countries.
Legal Advisor Heintz is a graduate of Hamline University School of Law in St. Paul, Minnesota, and Drake University in Des Moines, Iowa.
Commanders & Bureau Managers
William Cullins began his career with the Tempe Police Department in August 2003 and has steadily advanced through the ranks, serving in various capacities. His roles have included Patrol Officer, Solo Motor Officer, Patrol Sergeant, Bike Sergeant, Traffic Sergeant, Patrol Lieutenant, Criminal Investigations Lieutenant, North Patrol/Strategic Response Section Commander, Narcotics and Criminal Operations Commander, and Criminal Investigations Commander. He also held the position of Interim Assistant Chief, overseeing the Support Services Division. Currently, William serves as the South Field Operations Commander, which encompasses Patrol operations, AZ Mills Mall, and the department's Volunteers.
Before joining the Tempe Police Department, William served on active duty for 10 years in the United States Air Force, specifically within the Security Forces Career Field. After joining the police department, he continued to serve in the Air Force Reserve until his retirement in September 2019. He retired as the Individual Mobilization Augmentee (IMA) to the Command Chief Master Sergeant (CMSgt/E-9) at F.E. Warren Air Force Base in Cheyenne, Wyoming. In this role, he provided direction for the enlisted force and advocated for their interests to Headquarters Air Force and government officials. He served as a personal adviser to the 20th Air Force Commander on matters concerning the welfare, readiness, morale, and proper utilization of 7,300 Airmen across five wings.
William holds a Master’s Degree in Business Management from the University of Phoenix. He is a graduate of the FBI National Academy (Session #266) and has completed the FBI Law Enforcement Executive Development Association (LEEDA) Trilogy. Additionally, he graduated from the Drucker School of Management (Class #5) and is recognized as an Accredited Command Executive by the Arizona Law Enforcement Accreditation Commission (AACOP). He also serves as an assessor for the Arizona Law Enforcement Accreditation Program (ALEAP).
In his free time, William enjoys spending time outdoors with his family.
Commander Giltinan serves as the Commander for the Tempe Police Department’s Criminal Investigations Bureau.
He has cultivated extensive leadership and operational experience across numerous key assignments. As an Officer, he served as both a Field Training Officer (2012–2015) and a Recruit Training Officer (2014). Promoted to Sergeant in March 2015, he excelled in critical roles, including the Downtown Bike Unit (2015–2017), Special Victims Unit (2020–2021), and Threat Mitigation (2021–2022).
Upon promotion to Lieutenant in 2022, he served as the Command Duty Officer (2022–2024) before transferring to the Major Crimes Section. He was named Interim Commander for the Criminal Investigations Bureau in August 2024, leading to his current permanent appointment as Commander.
Commander Giltinan’s dedication has been recognized with the Chief's Leadership Award, a Distinguished Service Award, and two Meritorious Service Awards.
Commander Hale, an Arizona native, brings over 30 years of police service experience to the Tempe Police Department. He has held leadership roles in multiple bureaus, including Field Operations, Investigations, and Metro, overseeing a wide range of policing functions such as patrol, investigations, traffic, special events, tactical operations, bikes, K9, mounted, licensing, off-duty employment, and threat mitigation.
He has managed teams responsible for planning and executing security and traffic operations for hundreds of high-profile special events, serving in both field and command roles. His leadership has also supported the development of investigative teams that dismantled significant drug and human trafficking organizations, and he has guided the integration of new technologies to enhance departmental capabilities.
In addition to his command assignments, he has contributed to officer development as an academy training sergeant and instructor. He continues to focus on innovation, collaboration, and providing opportunities for others to implement their ideas.
Commander Hale currently leads the Metro Bureau and serves on the Arizona Muslim Police Advisory Board and the City of Tempe’s Threat Mitigation Team. His professional education includes Northwestern University’s School of Police Staff and Command, the DEA’s Drug Unit Commander’s Academy, and the Arizona POST Leadership Program.
Cathy Jones-Gooding joined the Tempe Police Department as the Communications Manager on February 4, 2025.
Cathy Jones-Gooding has been Communications Manager for Hilton Head Island’s 9-1-1 Communications Center, Deputy Director for Thurston County 911, and most recently was the Communications Manager at Salt River. She is an active assessor the for Arizona Law Enforcement Accreditation Program and was named assessor of they year for 2025.
She has more than twenty-five years’ experience in 911 Dispatch. Cathy is a National Emergency Number Association Emergency Number Professional (NENA ENP)
She is a member of both APCO and NENA. Cathy is a former firefighter/EMT, holds a bachelor’s degree in German and Political Science, and a Master’s of Science in Leadership and Disaster Planning.
After spending more than two decades in the fast-paced world of television nightly news, Heather hung up her anchor mic in 2021 and turned the page on a new chapter, working with state government and local law enforcement in communications and media relations.
Born in Los Angeles and raised in Sacramento, Heather graduated magna cum laude from the University of Southern California in 2000, majoring in Broadcast Journalism with a minor in Communication in the Entertainment Industry.
KYMA, the NBC affiliate in Yuma, Arizona, is where Heather began her broadcasting career, which spanned more than 21 years in news markets that also included KCRA in Sacramento, KTVK and KPHO in Phoenix and KUSI in San Diego.
She signed off with 3TV, Arizona’s Family, in Phoenix, where she spent more than half of her time in news.
Since then, Heather was a member of the executive communications team at the Arizona Attorney General’s Office and in 2024, joined the Tempe Police Department as the Public Relations Manager. She is dedicated to strengthening the connection between the department and the Tempe community by building trust through open, honest communication.
Her training post-broadcasting includes FBI LEEDA’s Media and Public Relations and Master Public Information Officer courses for law enforcement executives. She has also completed leadership and PIO training with the International Association of Chiefs of Police and the National Information Officers Association.
Happily married with four children and two darling granddaughters, Heather loves spending time with family, cheering on her youngest son at soccer games, global travel, Audible books, playing tennis, and traveling in the family RV.

Commander Cathariena McCann has more than 25 years of service with the Tempe Police Department. She has served in Patrol as an Officer, Sergeant, Lieutenant, and Commander. Her investigative background includes assignments as a Sex Crimes Detective, Night Squad Detective, DEA Task Force Officer, and Narcotics Detective and Sergeant. She also served as the Special Investigations Lieutenant and the Department’s SWAT Commander, overseeing tactical operations.
Commander McCann holds both bachelor’s and master’s degrees from Northern Arizona University and is a graduate of Northwestern University’s School of Police Staff and Command, as well as the FBI National Academy.
She currently leads the North Patrol Bureau and the Strategic Response / Narcotics Section.
Commander Josie Montenegro started her career with the Tempe Police Department in March 2001. In addition to working Patrol as an Officer and Sergeant over the years, she also served as a Detective working Property Crimes, Domestic Violence, School Resource Officer, and Robbery. For three years, Josie was a PD Explorer Advisor, working with youth that had a desire to learn more about police work, with the potential of working in law enforcement later in life. Josie was also on the Tempe Officers’ Association Union Board for several years - initially as a trustee, and then secretary.
Josie was promoted to the rank of Sergeant in 2008 and returned to Patrol for several years before supervising the Juvenile Detective Unit for 3 years. She then became class Sergeant for recruit class #477 at the Arizona Law Enforcement Academy. Afterwards, Josie served as the Public Information Officer for the police department before being promoted to Lieutenant in 2017. As Lieutenant she supervised half of the Criminal Investigations Bureau - including the Special Victims Unit, Digital Forensics, Internet Crimes Against Children, Sex Offender Registry, Juvenile Unit, Property Crimes, Pawn, and Auto Theft. Josie was promoted to the rank of Commander in 2020, where she assumed responsibility for the entire Investigations Bureau.
Josie holds a Bachelor of Arts in Criminology from the University of Oklahoma, where she had been awarded a full athletic scholarship in soccer to attend OU. She obtained her Masters degree in Organizational Leadership from Northern Arizona University in 2021. Additional leadership opportunities that she has completed include the Hispanic Leadership Institute – East Valley 2017, LAPD WestPoint Leadership in 2017, and Northwestern University School of Police Staff and Command - Class #461 in 2019.
In 2018, Josie was the team captain for the inaugural year of Tempe PD’s participation in the Baker to Vegas Police Competitive Race. This race contains 20 legs that span 120 miles. There were over 30 members on the team that traveled out of state to compete and placed 170 overall, with approximately 300 teams that competed from all over the world. Josie was the captain again in 2019, where the team placed in the top 50% of their category in order to “mug”, and 121 overall.
Josie is married to her husband, Jose, and they have three children.
Ron Schaub was born in Seattle, Washington, and raised in Eatonville. After graduating from Eatonville High School, he attended Central Washington University before enlisting in the U.S. Army. He served for three years in the Infantry at Fort Lewis, Washington.
Ron began his law enforcement career in 1994 with the Pierce County Sheriff’s Department. Over the years, he served in a variety of roles including patrol, investigations, recruiting, crime analysis, search and rescue, and marine services. He was promoted to the rank of sergeant in 2007 and to lieutenant in 2017.
In 2010, Ron was appointed Public Safety Director for the Town of Steilacoom, a position he held for five years. He then served as Chief of Public Safety for the Pierce Transit Police for an additional three years. Upon returning to the Sheriff’s Department, he was assigned as the Programs Lieutenant, overseeing a diverse portfolio that included the traffic unit, school resource officers, community liaison deputies, crime suppression team, animal control, crime analysis, and the newly established Mental Health Co-Responder Program.
Ron left the Sheriff’s Department in 2022 to become the Chief of Police for the City of Pacific. He subsequently served as the Chief of Police for the City of Fircrest before retiring from law enforcement.
He holds a Bachelor of Arts in History from Central Washington University and a Master’s Degree in Public Administration from the University of Washington. He is also a graduate of the FBI National Academy, Session #252.
