The City of Tempe does not allow fireworks to be used on City property with the exception of novelty fireworks and properly permitted and supervised professional fireworks displays.  The City of Tempe also warns of a civil penalty of $1,000 if any of the fireworks regulations are violated.

Display fireworks and pyrotechnic special effects

Fireworks displays and pyrotechnic special effects must be under the direct supervision of a licensed pyrotechnic operator who is employed by a licensed fireworks/pyrotechnic company along with a certificate of insurance which must be approved by the City’s Risk Manager. A permit and approval from Tempe Fire Medical Rescue Department and the City's Special Events Task Force are also required. To contact the Special Events Task Force call (480) 350-5180.

Fireworks and pyrotechnic special effects must comply with Chapter 56 of the 2012 International Fire Code and NFPA standards. Aerial fireworks for use by the general public are illegal in the State of Arizona. 

Retail sales of consumer fireworks

The State of Arizona set forth the date ranges for the sale and use for permissible consumer fireworks and the City of Tempe adopted the same date restrictions.

A permit is required for the retail sales and storage of consumer fireworks from the Fire Medical Rescue Department.  The permitting process allows fire inspectors from the Community Risk Reduction Division to work with the retailers to ensure all applicable laws and standards are being followed for the purposes of fire and life safety.

  • A fee of $250 per permit is charged.
  • A complete permit application must be submitted 10 days prior to the shoot date.
  • A permit is required for all fireworks displays.
  • A permit is required for use of pyrotechnics before a proximate audience.
  • A permit is required for pyrotechnic special effects in motion picture, television, theatrical and group entertainment productions.
  • The indoor use of fireworks and pyrotechnic special effects are prohibited.

  • A fee of $250 per permit is charged.
  • Permit application must be submitted 10 days prior to shipment date.
  • Permit is not transferable and are for the sole use of permit holder.
  • Permit cannot be leased, subleased, contracted, or subcontracted to any other person.
  • Permit is valid for 60 days for one location only.
