A Massage Establishment is any business or facility where massage techniques are administered, practiced, or provided to the public.
All massage establishments located in Tempe must obtain a City of Tempe Massage Establishment License before operating.
🚫 Who Does Not Need This License
The following professionals and practices are exempt from the City of Tempe Massage Establishment licensing requirement:

Reflexologists
-
Chiropractors
-
Physical therapists
-
Registered nurses
-
Doctors and medical professionals licensed by the State of Arizona

Massage therapists practicing solely as employees of a licensed establishment

🧾 Step One: Prepare Required Documents
Before applying, make sure you have the following in place:

A valid Transaction Privilege Tax (TPT) License (IF you sell any retail products)

Business ownership and location details

Any supporting documents related to your massage establishment
Transaction Privilege Tax (TPT) License
A TPT (sales tax) license is required annually if your business sells any products or accessories from www.AZTaxes.gov, including: Lotions, Soaps, Candles, Eye pillows, Oils or any other tangible personal property.
🏢 Step Two: Apply for a Tempe Massage Establishment License
A Tempe Massage Establishment License must be renewed annually and includes separate applications for:

The massage business itself

Each individual owner
All licenses must be renewed before January 1 each year.

🏗️ Step Three: Obtain a Tempe Use Permit
A Use Permit is required from the Tempe Planning Division before operating a massage establishment. 💡Helpful Tip: begin this process right away as this can take up to 60 days.🖐️ Step Four: Fingerprinting & Background Check
All applicants must submit fingerprints for a background investigation conducted by the Tempe Police Department.
This applies to each owner and every business applicant, even if fingerprints were submitted to another agency.
