🏙️ Overview
The City of Tempe requires all businesses that manufacture, sell, or serve alcohol to hold both a State of Arizona liquor license and a City of Tempe liquor license.
🧾 Step 1: Apply with the Arizona Department of Liquor (DLLC)
All applications begin with the Arizona Department of Liquor Licenses and Control (DLLC), as authorized under Arizona Revised Statutes Title 4.
Process:

Apply for your liquor license online through the DLLC.

Once completed, DLLC forwards your application to the City of Tempe for review.
Tempe’s Review Includes:

Background checks
-
Police Department approval
-
Fire Department approval
-
Building Safety & Development Services review
-
Final approval by Tempe City Council
⚠️ Note: The City reserves the right to withhold a Tempe liquor license certificate if issues are discovered after Council approval.
Businesses cannot sell alcohol until both State and City approvals are finalized.
💼 Step 2: Obtain a Transaction Privilege Tax (TPT) License
Every Tempe business that sells alcohol must have a valid Transaction Privilege Tax (TPT) license—sometimes called a sales tax license. Apply and file here: www.AZTaxes.gov
This license must be renewed annually.

“Fast food” and takeout establishments
🏛️ Step 3: Register on Tempe Tax & License portal and Pay for your Tempe Liquor License
After you’ve submitted your application to DLLC, Tempe Tax & License will contact you to have you create a login on the Tempe Tax & License portal and to make a payment for your license.
This license must be renewed annually before January 1.
How to complete steps for your Tempe Liquor License:

Register on the Tempe Online Licensing Portal.

Email license@tempe.gov to have your DLLC application linked to your account.

Complete payment inside the portal for your Tempe liquor license online.
🖐️Step 4: Submit Fingerprints
All applicants must submit a new set of fingerprints for a background check conducted by the Tempe Police Department, even if fingerprints were already submitted to DLLC.
Instructions:

Download and complete the City of Tempe Fingerprint Packet.

Fingerprints may be obtained from any fingerprinting service in the U.S.

Tempe Police Department offers free fingerprinting for license applicants.

FBI Fingerprint Card (FD258 – blue and white)

$22 cashier’s check or money order (made out to Arizona Dept. of Public Safety)

Licensing Fingerprint Form (included in the packet)

✨Step 5: Contact Planning to Obtain a Use Permit for Series 6, 7, and 9 Licenses
If a Use Permit is required, reach out to Planning immediately—this process can take 2–3 months.

Average processing time: 90–120 days (includes DLLC and City reviews).
