The City of Tempe's Community Health and Human Services offers a wide range of inclusive programs and services to assist individuals and families with improving their quality of life. Our full continuum of trauma sensitive services addresses needs across the lifespan through four distinct areas: Social Services, Housing, Wellbeing and Empowerment and Community Partnerships & Resources. To achieve this, the department leverages diverse partnerships and significant federal, state, local, tribal, private philanthropic, and faith-based funding streams.

Volunteer with us

Interested in volunteering with the City of Tempe? We offer a range of opportunities that support the work of Community Health and Human Services.

Get started

Our HOPE homeless outreach team needs volunteers to assist with outreach in the field and at events like the city's Point-in-Time street count. Learn more.

Volunteers assist our CARE 7 crisis response team on mobile crisis vans, at our Family Advocacy Center and more. Learn more. 

Reading tutors help struggling students improve their literacy skills through our AARP Experience Corps program. Learn more.

Tempe Community Council, the city's nonprofit partner, relies on volunteers for its Agency Review process to distribute human services grants. Learn more.

Healthy Giving

The city encourages residents to be healthy givers by putting their time and talent into established organizations rather than one-off giving at street corners and in public places. 

Healthy giving supports a person's long term needs like shelter, housing and substance abuse treatment. One-off giving can delay or divert a person from seeking resources that create change and help end their homelessness. Learn more about the city's Real change, not spare change campaign. 

Community Impact Report

Each year, Community Health and Human Services and Tempe Community Council, the city’s strategic nonprofit partner, present a Human Services Impact Report to highlight the state of human services in Tempe. This update is intended to inform residents, businesses and community partners about the city's comprehensive system of support.

This interconnected system is designed to assist people when and how they need it. The framework for this system includes three primary categories of service: crisis, stability and self-sufficiency. Each category includes six target populations - youth, homeless, domestic violence, working poor, individuals with disabilities and seniors -  and meeting the unique needs of each population helps guide programing.

The annual impact report provides a high-level overview of the 69 programs operating during this fiscal year. Of these, 19 were operated by the city's Community Health and Human Services and 50 by the Agency Review process administered by Tempe Community Council.

CARE 7, the city's crisis response program, offers a wide range of programs to the community, including:

Community partners

Tempe's Community Health and Human Services Department works with partners and nonprofit agencies to deliver a wide range programs and services to the community.

Mental Health Journey Map

To make more mental health resources available in Tempe, the Community Health and Human Services Department, in collaboration with Tempe Community Council, has created a Mental Health Journey Map to assist residents with resources for all ages. Find the map here. (PDF)

Community Supervision

Community Supervision administers the City’s diversion, probation, and home detention programs.

The intent is to divert participants from the criminal justice system, and connect them with appropriate education and treatment to address underlying needs related to criminal behavior.

Family & Community Support

Family & Community Support focuses on supporting Mayoral and Council initiatives and working with our local school districts and higher education partners to facilitate the success of all Tempe children, families, and seniors 50+ by aligning with city resources.

Family Justice Commission

Tempe's Family Justice Commission advises the City Council and assists City departments in promoting access to justice and safety for victims of domestic violence, dating violence, sexual assault, stalking, and sex trafficking.

It provides leadership and facilitates access to resources that will contribute to wrap-around services and a multi-disciplinary response for the victims and survivors.

Homeless Solutions

Homelessness in Tempe affects all of us and encompass many of society’s most pervasive social concerns such as hunger, displaced families, substance abuse, serious mental illness, post-traumatic stress disorder and chronic health problems. The reasons people fall into homelessness are as varied as the people themselves, including: a lack of education, limited job skills, no personal support systems, deep poverty, job loss and lack of affordable housing.   

The HOPE team (Homeless Outreach Prevention Effort) provides a wide range of services to individuals and families experiencing homelessness, including: traditional street outreach, case management and connections to housing.

The City of Tempe's Human Services Department participates in a variety of federal housing programs for those who need assistance to ensure the health and welfare of residents in our community.
