Planning assists customers through the development entitlement process such as use permits, variances, development plans and land division approvals per the General Plan and Zoning and Development Code; processes change or adoption of codes and ordinances; facilitates the rules and regulations applicable to new development, redevelopment, construction, and property conservation, signs; and provides administrative support for boards, commissions and City Council.

Office Location / Parking Information
Community Development/Planning is located at City Hall, Garden (lower) Level, on the east side. Parking is available in the City Parking garage on Fifth Street and Forest Avenue.
The City of Tempe is now accepting online submittals for all Planning Applications!
The Community Development Department requires ALL Planning Division applications be submitted online through the Tempe Citizen Access (TCA) Portal.
If you are a new user to the Tempe Citizen Access Portal, please register for a free Citizen Access account. How to Guides for Preliminary Site Plan Review and Formal Planning Applications are available on the Planning Division’s Applications, Forms, and Permits web page.
Board & Commission Meetings
The City of Tempe Community Development Department values and welcomes public input on Public Hearing items. If you wish to address a matter on the Board or Commission Agenda please view the Boards and Commissions webpage linked below.
