School lunchesStudents under age 18 may pick up grab and go meals at nine locations in the Tempe Elementary School District, six locations in the Kyrene School District and at several Tempe Union High School District locations.
Tempe Community Action AgencyTempe Community Action Agency is offering a drive-through meal to go service Monday through Friday from March 16-27. This service is available to currently enrolled seniors. Meals to go will be distributed at the North Tempe Multigenerational Center, 1555 N Bridalwreath St, Tempe at the south entrance from 10 to 11 a.m. Seniors who are not enrolled should call 480-858-6511 for meals to go or call the Area Agency on Aging’s senior helpline at 602-264-4357 to register for home-delivered meals.
TCAA has stopped taking seniors to the grocery store during this time, but will bring food boxes to enrolled seniors.
TCAA is continuing to provide emergency food boxes to Tempe households at its food pantry, 2146 E. Apache Blvd, Monday through Friday, 9 a.m. to noon with additional hours on Tuesday and Thursday from 4:40-6:30 p.m.
TCAA is continuing to operate the I-HELP Emergency Shelter program in partnership with Tempe area faith organizations and other partners for currently enrolled adults in need of emergency shelter.

Rental assistance available
The city is encouraging tenants enrolled in voucher programs who have experienced job loss or reduced work hours due to COVID-19 to seek rental assistance through the Arizona Department of Housing (ADOH). Online applications are open. Arizona is offering $5 million in new funding to help tenants as part of a Rental Eviction Prevention Assistance Program being launched by ADOH. Due to the outbreak of the 2019 novel coronavirus (COVID-19), on March 24, 2020, Governor Douglas A. Ducey issued Executive Order 2020-14, which permits tenants to qualify for delay in enforcement of eviction actions in certain circumstances.
This means that a landlord can still go to court to evict a tenant and a court can still grant an eviction order but law enforcement officers, such as a sheriff’s office or constable, must temporarily delay the enforcement of the eviction order from the court if the tenant notifies their landlord of any of the following:
- The tenant has been diagnosed with COVID-19 and must be quarantined;
- The tenant has been ordered to self-quarantine by a medical professional because of their symptoms as defined by the Centers for Disease Control and Prevention (CDC);
- Someone in the tenant’s household has been diagnosed with COVID-19 and the tenant must be quarantined;
- The tenant has a health condition, as defined by the CDC that makes them think they are more at risk for COVID-19 than the average person;
- The tenant has suffered a substantial loss of income as a result of COVID-19, such as a job loss, reduced pay or compensation, the tenant’s workplace closed, an obligation to miss work to care for a home-bound school-age child or other circumstances.

Reporting loss in income
Tenants in Tempe who are enrolled in housing voucher programs are required to report any changes in income to the Tempe Housing Services Department. Here are three ways to send the documentation:
Mail – Send to City of Tempe Housing Services Department, 3500 S. Rural Road, Tempe 85282
Email - Scan or photograph documents and email them to your assigned housing specialist or case worker.
Drop box – Drop off documents at the new drop box outside the Edna Vihel Arts Center, 3340 S. Rural Road, near the Tempe Public Library. The box, marked Housing Drop Box, is located at the front of the building near the loading dock.
Facilities, inspections and documentation
The City of Tempe has closed city facilities, including the Tempe Public Library and Tempe Housing Services. Tempe Housing has implemented changes to limit the impact of closures on landlords, tenants and staff.
- All in-person appointments are canceled until further notice.
- Annual recertifications will be conducted through the mail, email, fax and telephone. Changes will be accepted via email, fax or mail.
- Required documentation for annuals, interims, income changes, household composition changes and all other documentation should be faxed to (480) 858-7703.
- Housing Quality Standards inspections:
- Annual/bi-annual inspections will be postponed until mid-April.
- Special inspections: Life threatening issues will continue to be inspected within 24 hours. Non-life threatening issues will be conducted through technology when possible or in-person provided no one in the household is sick.
- If a household member is sick, self-certifications will be accepted and must be accompanied by photographs. Tenants submitting self-certifications do so under the penalty of perjury.
- Emergency Repair Program: Life-threatening repair requests will continue to be processed and applications accepted. Non-life threatening repair requests will be placed on a waitlist.

Hospitality workers can find companies that are hiring and match help them match the skills associated with previous positions with open ones.
The City of Tempe will not disconnect residential water service or stop trash and recycling collection for those with overdue accounts until further notice. Households with existing disconnects will have their service restored as well.
Help paying bills
Do you have concerns about paying your utility bills now or in the near future? Even though utility companies are placing a hold on disconnects, help is available now to pay bills so individuals and families aren’t faced with a huge expense in the months ahead.
Tempe Community Action Agency (TCAA) is offering extra utility assistance for Tempe households. Residents do not need to have a disconnect notice to qualify. Even if residents have received utility assistance from TCAA in the past 12 months, they may still qualify for financial help.
The application is available here or residents can contact TCAA during business hours at 480-389-1375.
Residents must include all the required attachments with the application. Once it’s ready for review, drop off the application with the needed attachments at TCAA: 2146 E. Apache Blvd.
The city's CARE 7 crisis response program is continuing to support the community with its full range of services during the coronavirus pandemic. In addition, CARE 7 is also offering services specific to the pandemic through a new effort called COVID Care. They include:
Online mental health resources. Community members will find information about counseling options, strategies for stress management, help for families concerned about meeting basic needs, connections to services for veteran and seniors, and more.
Free counseling. Tempe residents can receive free stress management counseling through CARE 7’s licensed counselors and social workers as well as counseling interns from Arizona State University. Up to three sessions are available focusing on understanding stress, developing coping skills and finding hopeful solutions to manage life in the time of coronavirus. Sessions are open to people age 18 and older. Call CARE 7 at 350-8004.
Help for teens and youth: Care 7’s youth specialists who normally work in Tempe high schools and middle schools are providing social and emotional support to students via text, email and calls. Free parenting support
Triple P (Positive Parenting Program) is offering free parenting support services to the community. Triple P classes normally happen face to face. But our Human Services Department, in partnership with Tempe Community Council, is now offering its Triple P program on a virtual platform. Triple P practitioners are available to support parents and caregivers of:
- Children ages 0 – 12, in English and Spanish
- Teens ages 13 – 16
- Children with diagnosed disabilities
Triple P is hosting a range of discussions on managing stress and parenting during the COVID-19 pandemic. Topics include: Taking care of yourself, helping your child build resilience, the importance of routines and planning interesting things to do. There are multiple dates scheduled through May. 5 ways to stop the spread
- Wash your hands often with soap ad water often for 20 seconds. Use hand sanitizer if you don’t have access to soap and water.
- Visit the city’s portable handwashing stations at: Tempe Center for the Arts, Tempe Beach Park, 6th Street Park, Tempe Salvation Army, Moeur Park.
- Cover your cough
- Avoid contact with people who are sick
- Avoid touching your face, eyes, mouth with your hands

Keeping your distance from others can be challenging if you sleep outside. Help reduce the spread:
- Avoid groups of people; stay at least six feet away from others
- Don’t shake hands
- Avoid sharing cell phones, cigarettes, food and drinks
- Dispose of all waste in bags, separate from your living space.
