The City of Tempe is looking to develop a list of high school and college student social media content creators who can promote various City programs on their channels. Tempe may also post the content on official city accounts. Posts would be developed by the content creators in their own style and voice with direction, input and approval from the City of Tempe’s Communication and Marketing Office. Content creators will be paid based on the size of the campaign and number of posts, with bonuses available based on results.

The topics of these posts would center around education and promotion of various City programs that are relevant to young people. Possible programs include:
- Youth Transit Pass
- Taking transit, biking and walking
- Classes, programs and leagues
- College Connect
- Library events and services
- Vision Zero – road safety messaging
- Arts and Culture programs and events
- Health and wellness programs and services
Criteria for consideration
- The candidate is NOT a current City of Tempe employee.
- The candidate has an established account on Instagram, YouTube and/or TikTok with a majority of a candidate’s followers based in the Valley that fit into either a high school or college age group.
- Other content posted on the candidate’s channel is aligned with the City of Tempe values.
- Candidate has the ability to create content on-location at City facilities when necessary.
- Candidate is in good standing with their school and can provide sign-off from a guidance counselor or academic advisor.
- Candidate can provide clear and consistent reporting on platform-specific metrics.
- If under 18, a candidate’s parent or guardian can sign off on their participation, including a photo/video release.

Payment structure
There are three different levels of payment based on the amount of content and the duration of the campaign. Payment will be sent after all required content has been posted and metrics have been shared with the Communication and Marketing Office. All content creators will start out with a small campaign and take on larger campaigns once a trusted working relationship has been established.
For all levels, Tempe’s Communication and Marketing Office will provide all relevant details including the number and type of posts (example – story or grid), the overall message to convey and any relevant links, graphics or photography/videography. Please note that while in some cases photography/videography will be provided, content creators will also be asked to gather photos and videos themselves.
Large campaign - $1,700
10-15 posts throughout a six-month to one-year long period.
Medium campaign -- $1,100
5-9 posts throughout a three-month period
Small campaign -- $500
1-3 posts throughout a one-month period
Target results
While there are no required results from any posts or campaigns, bonuses will be available if a campaign produces the targeted results laid out by the Communication and Marketing Office at the start of the campaign. Targeted results will include but are not limited to engagement rate, follower growth, link clicks, direct sales or sign-ups, and reach.
