The Human Resources (HR) Division guides and supports employees as they provide superior service to the residents of Tempe. Following the policies and direction set by the City Council and the City Manager, HR partners with Senior Management and City Departments to meet organizational and departmental goals while balancing the needs of the workforce.

Although the HR Division consists of three primary areas of focus – Employee Benefits, Employment Services and Tempe Learning Center (TLC) – the entire division strives to be a trusted resource to all employees by promoting adherence to the Personnel Rules, the Memorandums of Understanding (MOUs) and approved policies & guidelines, and through programs like the Six-Sided Partnership, Safe Haven and Merit System Board.

The Employee Benefits section strives to provide quality benefit services to help employees and retirees achieve a meaningful, healthy home and work life. These HR employees manage a comprehensive benefit portfolio including medical, dental, vision and life insurance coverage, Mediflex and healthcare/dependent care reimbursement program, an employee assistance program, a wellness program, a defined contribution retirement savings program, the Public Safety and Arizona State retirement systems, an employee discount program, and a voluntary insurance program.

The Employment Services section is responsible for creating and implementing fair, consistent and inclusive processes for hiring, compensation, promotions, development and employee relations. These HR employees focus on employee relations, the recruitment and selection processemployee compensation, the employee classification system, job descriptions, ePerformance, Tempe Essentials Part I & II (New Employee Orientation & City Manager's Breakfast), pre-hire processing & physicals, employee ID Cards, personnel actions, the mediation program, bi-lingual pay program, Commercial Driver's License (CDL) program, Job Information Management System (JIMS), employment verification, ADA accommodations and a leave program that includes Family and Medical Leave, vacation, medical leave, plus short and long term disability.

Tempe Learning Center (TLC) guides organizational development and continuous improvement by integrating best practices that support a culture of proactive leadership and accountability. TLC focuses on developing the structures, systems, processes, and people within the organization through a variety of activities, including team and individual assessments, employee development and coaching, mediation and conflict resolution, operational review and process improvement, retreat planning and facilitation, strategic and operational planning, team development and facilitation, organizational performance management, and customized and general training.  Programs include the Tuition Assistance Program, Supervisors Academy, Leadership Development Program, and Education Partnerships.
