The Development Review Commission typically meets on the second and fourth Tuesday of the month at 6 p.m., in the Harry E. Mitchell Government Center, Tempe City Hall – City Council Chambers, 31 E. Fifth St., Tempe, unless otherwise noted on the meeting agenda. A study session is usually held at 5:30 p.m. on the same date and in the same location.

The Development Review Commission is composed of seven members and three alternates. Alternate members serve at the Commission hearing whenever a regular member is unable to attend or must decline due to conflict of interest. At least three regular members of the Commission and one alternate member shall be currently practicing in the field of:

• architecture,
• landscape architecture,
• urban planning,
• land use law,
• real estate,
• engineering, or
• otherwise qualified by a design background, training, experience, or similar related field.

The members of the Commission are Tempe residents, and terms of service are for three years. 

In accordance with Section 1-312 of the Tempe Zoning and Development Code, the Development Review Commission:

Makes final decisions on:

• Use Permit applications
• Appeals from the Hearing Officer regarding Use Permits
• Appeals from the Community Development Director, or designee, including:
  • Development Plan Review applications
  • Modifications to Development Plans or conditions of approval
  • Shared parking applications

Provides recommendations to the City Council on:

• General Plan amendments and major amendments
• Zoning Map amendments (rezoning) and overlay districts
• Zoning and Development Code text amendments
• Historic Preservation applications
• Major modifications to Planned Area Development (PAD) overlays

Additional Authority

• May impose conditions of approval necessary to carry out the intent of the Zoning and Development Code

Pursuant to the Zoning and Development Code (ZDC), certain applications, including Development Plan Review, are processed administratively by the Community Development Director or designee without a public hearing. The Development Review Commission serves as the appeal body for those decisions as provided by the ZDC.
