Daley Park Traffic Calming
As you are probably aware, the Daley Park
neighborhood and the City of Tempe have been working together to develop a plan
to address neighborhood traffic concerns. The purpose of this meeting is to
review final traffic calming concepts, including changes based on neighborhood
input at the May 19 meeting.

of Sept. 4, 2009
Background:
Residents from the Daley Park Neighborhood have been
working together to identify alternatives to help address cut-through traffic.
Since April 2007, several neighborhood meetings were held to discuss these
issues. At the February 2008 meeting, a request was received to start a new
process using the Council-adopted Streetscape and Transportation Enhancement
Program (STEP) policy.
The Process: During the test period (May and June 2009),
Tempe obtained input from the Tempe Fire Department and Tempe Elementary School
District. A public meeting was held May 19, 2009. Encanto (west) residents
voiced concerns about test features including loss of parking in front of their
house, bike travel, cars are driving closer to the sidewalk and ability to get
in and out of driveways. A resident asked for a “walk-through” meeting on
Encanto between El Camino and Ventura. A meeting was held on-site on Encanto on
June 4. Attendees included Encanto residents and Action Team members. A
new concept for
Encanto (west) was presented. There was consensus for the concept based on
comments from the attendees. Comment/forms submitted: 9 for and 8 against.
Test devices were removed from the neighborhood on June 5
(except for the tubular markers at College and Encanto). Because the concept
for Encanto has changed, a public meeting will be held on August 18 to present
the concept to the entire neighborhood. If generally supported, the petition
process would begin after that. If enough signatures are received, the next
step is the preparation of design/construction documents.

Action Team: According to the City of Tempe
Streetscape and Transportation
Enhancement Program Manual, the Action Team is made up of 5 to 10
representatives, including the requestor; include a geographically
equitable distribution of stakeholders with a diversity of opinions related to
the problem; and include a representative of the Neighborhood Association. Time
commitment: Action Team meets monthly for six months or as long as needed to
develop a draft plan; meeting time and location will be determined by the Action
Team.
