Description: One of Tempe
Community Council's primary functions is serving as the Human Services
Commission for the City of Tempe. TCC staffs a 45 member agency review
volunteer panel made up of community representatives who annually review grant
applications from nonprofit organizations.
Recommendations are forwarded to the Mayor and
City Council for final approval. Funded agencies
are monitored by TCC throughout the year.
Types of funding include:
City of Tempe General Revenue Funds -
General Revenue
funds are provided primarily through City taxes for human and cultural
services. The Agency Review Committee makes recommendations that are forwarded
to the City Council. The City Council may make changes to the recommendations
before it is submitted as part of the City of Tempe budget. In 2007/2008, the
human service allocation is $858,229.
Community Development Block Grant (CDBG) Funds -
the Federal government
provides CDBG funds to the City of Tempe. The Development Services Department
has the option of putting up to 15% of total CDBG dollars for human services.
The Agency Review Committee makes recommendations to the Development Services
Department, based on federal eligibility guidelines and needed services in
Tempe. Once approved, these dollars are included as part of the CDBG budget.
FY 2007/2008 allocation to public services is $245,373.
Tempe's Help to Others (H2O) Funds -
Tempe’s Help to Others is the result of $1.00
donations from Tempe residents through their monthly utility bills. The amount
for allocation in 2007/2008 is $60,000.
Tempe Community Foundation (TCF) Grants - note
that there are not applications for this grant, it is at the discretion of the
Enhancement Committee and the Executive Committee of the TCC Board. -
Beginning in 2007, funds
from the TCF became part of the Agency Review pool of funds, TCF is a permanent
endorsement managed by the Arizona Community Foundation, TCC has committed to
growing the resources of Tempe Community Foundation.
