Tempe ARRA Awards and Grant Opportunities

 

$15.2 million in stimulus funds to Tempe

As of November 13, 2009, Tempe has been awarded $15.2 million in American Recovery and Reinvestment Act (ARRA) funding. In addition, several million dollars in other forms of financial assistance including reduced-interest rate loans, advance repayment and forgivable principal loans have also been announced.

November 2009
$1.87 million for Energy Conservation projects
Tempe will use its allocation of funding from the Energy Efficiency and Conservation Block Grant (EECBG) to fund several projects related to energy conservation.  The primary goals of this program are to reduce total energy use, improve energy efficiency in the building and transportation sectors, and develop programs that are sustainable beyond the funding timeframe.  See additional project information regarding Tempe's proposed allocation of these funds.

October 2009
$55,000 for Victim Advocate
Tempe's Care 7 program will use its funding to hire an additional Victim Advocate. This Advocate will provide support and services to victims of crime in the city of Tempe.

 

City of Tempe is awaiting decisions on $16.3 million in additional grants currently in process (Grants in Process)

Tempe continues to evaluate and actively pursue all opportunities for additional recovery funds.

In February 2009, Tempe submitted a list of projects to Arizona Governor Jan Brewer for consideration of stimulus funding available through the State of Arizona.

Overview of the American Recovery and Reinvestment Act of 2009

 
The American Recovery and Reinvestment Act of 2009 was signed into law by President Obama on Feb. 17, 2009. It is an effort to jumpstart our economy and create or save millions of jobs. The Recovery Act includes measures to modernize our nation's infrastructure, enhance energy independence, expand educational opportunities, preserve and improve affordable health care, provide tax relief, and protect those in greatest need.

City of Tempe is exploring all avenues of stimulus funding.  The City of Tempe will receive some recovery dollars through formula funds.  Formula money for water, transportation, energy efficiencies and other essential City services will come to the City in the next six to nine months.  However, since ARRA funding is from multiple agencies with different time linesit will take the next year or two to realize the final amounts the City will receive.

ARRA funding will come through several sources:

  1. Direct allocations to the City – i.e., Community Development Block Grants
     
  2. Regional distributions from organizations like the Maricopa Association of Governments 
     
  3. The State of Arizona – formula funds, grants and competitive processes 
     
  4. Federal agencies – i.e., regional Housing and Urban Development (HUD)
