    The Selective Enforcement Motorcycle Squad (SEMS) is a new traffic enforcement unit within the Traffic Bureau. The SEMS unit has been created as a squad of four officers, one supervisor, and one clerk to work on neighborhood traffic safety concerns in conjunction with the City of Tempe Transportation Division and City of Tempe Neighborhood Office.

    These officers will address neighborhood traffic complaints to assist residents in improving the quality of life in neighborhoods with respect to traffic safety. The primary technique the SEMS unit will use to accomplish its goal of helping to reduce traffic problems within neighborhoods is traffic enforcement. This enforcement will typically be one or more motorcycle officers writing citations for traffic violations.

    The SEMS unit will also employ education as a tool to reduce speeding. The education comes in many forms, including the radar trailer in a neighborhood with a speeding problem, talking with the groups in the neighborhood, making personal contact on traffic stops, and being highly visible in those areas where complaints have been made.
