SUMMARY: Under general direction, directs professional engineering, administrative and supervisory work in the overall design, program development, construction, operation and maintenance of various public works and utilities projects, facilities and programs. Oversees development and implementation of budgeted Capital Improvement Program (CIP) which includes reviewing and approving related construction plans and bids, consultant agreements, change orders and federal aid agreements.

    DUTIES AND RESPONSIBILITIES:

    _ Administers the City's Capital Improvement Program (C.I.P.);

    _ Directs and administers major departmental policies that include planning long-term programs and making difficult technical decisions;

    _ Plans and delegates considerable authority for the performance of technical and administrative activities to division to supervisors and other technical and professional subordinates;

    _ Provides executive level policy advice and performs administrative work in maintaining active liaison with organizations having Capital Improvement Program interests;

    _ Plans for existing and future equipment and traffic control needs;

    _ Oversees the development of plans and specifications for construction projects, including the responsibility for resolving technical engineering problems and insuring the efficient and economical development and construction of a wide variety of municipal public works and utilities projects;

    _ Performs contract administration duties, including negotiating and recommending contract terms, evaluating performance, and ensuring compliance to warranty and contract agreements;

    _ Writes or directs the preparation of comprehensive management reports;

    _ Researches and responds to questions or problems raised by City Council and City Administrator, Public Works Director, other City departments, outside agencies and the public;

    _ Serves as a member of the Yuma County Flood Control District Advisory Board and the Yuma Metropolitan Planning Organization's (YMPO) Technical Advisory Committee;

    _ Reviews progress of projects and work assignments with supervisors and assists them in organizing resources as well as mentor, coach and evaluate their performance;

    _ Applies improved work procedures to ensure safety and efficiency of operations;

    _ Resolves routine problems encountered by subordinate personnel in the performance of work assignments;

    _ Performs other related duties as assigned.

    KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS:

    Knowledge of:

    _ City, State, and Federal laws, rules and regulations in the administration and operation of a municipal public works department;

    _ engineering, science, technical, legal, financial, and public relations resources involved in the administration and operation of a municipal public works department;'

    _ supervisory methods and practices; and

    _ materials, methods and techniques utilized in the construction, maintenance and operation of public works and utilities projects.

    _ working cooperatively with various levels of City and Departmental staff, elected officials, State and Federal agencies, and the general public.

    PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: Work is performed primarily in office and meeting environments. Vision is required to perform and monitor essential functions, and to complete data entry. Occasional standing, stooping, walking, and light lifting (20 pounds or under) is required during the course if the workday. Requires the use of a vehicle on City business. Individuals must be physically capable of operating the vehicles safely.

    MINIMUM QUALIFICATIONS: A Bachelor's Degree in Civil Engineering or Construction Management, and five (5) years' experience in municipal civil engineering including managerial responsibility for planning and directing major aspects of public works and utilities engineering projects; or any equivalent combination of experience and additional education and training to provide the knowledge, skills, and abilities to perform this work. Registration as a Professional Engineer by the State of Arizona within one year of appointment to position is required. Must possess a valid Arizona Driver's License.

    ADDITIONAL REQUIREMENT: An employee of this class is required to live inside the City limits with eighteen (18) months of appointment.
