SUMMARY: Under administrative direction, administers, advises, manages and directs all departments and agencies of City of Yuma government.

    DUTIES AND RESPONSIBILITIES:

    _ Directs, oversees and supervises the operations and programs of all City departments and agencies;

    _ Identifies and develops solutions to complex problems in consultation with executive staff and department heads;

    _ Acts as advisor to City Council and the Mayor for the development of long and short-range plans, goals and objectives, preparation of staff briefings, and execution of all laws and City Council ordinances;

    _ Attends and coordinates City Council meetings and work sessions, and researches issues for the City Council and Mayor;

    _ Prepares annual budget and capital improvement program proposals, justifications and funding contracts;

    _ Advises City Council on the financial condition of the City of Yuma;

    _ Executes contracts and grants for the City;

    _ Oversees the preparation of the annual financial report at the close of the fiscal year;

    _ Meets with citizens and community groups to receive input into long and short range plans for City services and resolve citizen concerns;

    _ Meets with City departments to resolve interdepartmental issues, coordinate services and programs and to evaluate the effectiveness of current, proposed or ongoing programs;

    _ Appoints, investigates and resolves employment issues and/or removes employees;

    _ Provides guidance to department and executive staff on the handling of complex, sensitive or political issues or complaints; Represents the City's interests to key stakeholder groups including Federal, State, County and City agencies, boards and commissions;

    _ Resolves complex and politically sensitive problems encountered in performance of work assignments;

    _ Performs other related duties as assigned.

    KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS:

    Knowledge of:

    _ Federal, State and City laws, rules, regulations and ordinances related to the management and administration of a municipal government;

    _ customer service and public relations practices and procedures;

    _ personnel management, financial management, economic principles, budget development and cost controls principles and practices;

    _ long and short range strategic planning techniques economic, social, environmental and physical needs of a municipality;

    _ survey and evaluation techniques of municipal departments to determine the most effective means of delivering services and programs to the community.

    _ researching, analyzing, and developing operational and organizational practices and procedures for governmental departments and agencies;

    _ establishing and maintaining effective working relationships with others;

    _ negotiating, developing, administering and executing public and private partnerships, development deals, contracts, grants and professional services.

    PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: Work may involve extended work days outside the regular working hours to attend and present at meetings and community events. Vision is required to perform and monitor essential functions, and to complete data entry. Occasional standing, bending, and stooping involved. Work is performed in an office environment.

    MINIMUM QUALIFICATIONS: A Bachelor's Degree in Business, Political Science or Economics and five (5) years' direct management experience as an Assistant City Manager or City Manager in a similar or larger sized municipal environment; or any equivalent combination of experience, education and training which provides the desired knowledge, skills and abilities.
