SUMMARY: Under general supervision, oversees skilled employees involved in the daily operation or maintenance of a water or wastewater treatment plant facility. Monitors the technical performance of the facility and makes any necessary adjustments to ensure that all requirements of the various State and Federal regulatory agencies are met.

    DUTIES AND RESPONSIBILITIES:

    _ Prepares work schedules, coordinates, and supervises operational activities to ensure continual safe, efficient operation of a treatment plant;

    _ Inspects plant on a regular basis to ensure that equipment is functioning properly and to identify operational or safety problems;

    _ Reviews progress of projects and work assignments with assigned personnel, assists them in organizing resources, and mentors, coaches, and evaluates their performance;

    _ Diagnoses operational problems and recommends possible alterations, adjustments, and procedural changes to correct the problem;

    _ Checks and reviews plant log records, gauges, meters, and other plant measuring and testing devices;

    _ Participates in preparing operational reports, inventory control records, payrolls, and various other records and reports;

    _ Monitors and analyzes the results of lab tests and adjusts chemical feeding rates for effective water/wastewater treatment;

    _ Establishes and maintains effective preventive maintenance schedules;

    _ Identifies equipment modification, repair, and replacement needs and priorities;

    _ Conducts and supervises on-the-job training and career development of assigned personnel;

    _ Applies improved work procedures to ensure safety and efficiency of operations;

    _ Resolves routine problems encountered of subordinate personnel performance of work assignments;

    _ Performs other related duties as assigned.

    KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS:

    Knowledge of:

    _ City, State and Federal rules and regulations governing the treatment of water and discharge of wastewater;

    _ Supervisory methods and practices;

    _ occupational hazards and safety precautions pertaining to all phases of maintenance in a water or wastewater treatment plant utilizing mechanical and electrical equipment;

    _ practices, methods, materials, and tools used in the operation and process control of a water or wastewater treatment plant.

    Skill in:

    _ working with chemicals or similar solutions using only normal protective equipment;

    _ working cooperatively with other City employees, various levels of City and Departmental staff, and the public, often in stressful situations.

    PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: Vision is required to perform and monitor essential functions, and to complete data entry. Work is performed in a variety of weather conditions with exposure to the outdoor elements and travel across rough, uneven or rocky surfaces. There is need to stand, stoop, walk, and lift heavy objects (over 50 pounds) during the course of the workday.

    MINIMUM QUALIFICATIONS: High School or G.E.D., and five (5) years' experience in the operation and maintenance of water or wastewater treatment plants (or related system facilities); or any equivalent combination of experience and additional education or training that provides the knowledge, skills, or abilities to perform this work. An Arizona Department of Environmental Quality Grade III Water and/or Wastewater Treatment Plant Operator's License is required at time of employment. Must possess a valid AZ Driver's License.

    ADDITIONAL REQUIREMENT: An employee in this class is required to live within fifteen (15) miles of the City limits, and within the United States.
