
SUMMARY: Under general direction, directs and administers the City's plans review, and building safety, and code enforcement functions and manages the staff and daily operations of the Building Safety Division.

PRIMARY DUTIES AND RESPONSIBILITIES:
_ Oversees, directs, prioritizes, trains, evaluates and schedules assigned staff in the Building Safety Division;
_ Manages code enforcement, plan review and building inspection activities in accordance with City policy and building/construction codes;
_ Reviews progress of projects and work assignments with assigned personnel, assists them in organizing resources, and mentors, coaches, and evaluates their performance;
_ Interprets and enforces building codes for new construction projects;
_ Recommends code changes, solutions to technical problems and legal actions;
_ Provides support to trades advisory boards to review and adopt new codes and resolve code interpretation issues;
_ Informs the public and contractors on new and revised construction and code issues;
_ Identifies and implements education, training and customer service improvements to support building code enforcement;
_ Provides support of annual department budget preparation;
_ Coordinates the development of division's business plan and budget, and presents business plan opportunities and budget to other division staff and managers;
_ Attends meetings, public forums and events related to code development and administration;
_ Makes formal presentations to special groups and the public;
_ Coordinates the timely review of construction project plans with other City departments;
_ Resolves complex and politically sensitive issues encountered in performance of work assignments;
_ Oversees the issuance of construction permits;
_ Assists in project review meetings and pre-construction conferences;
_ Coordinates the timely completion of building inspections and resolves complex inspection and construction issues;
_ Reviews final inspections and issues letters of acceptance and Certificates of Occupancy;
_ Establishes and maintains partnerships with building and design contractors;
_ Conducts meetings with contractors, architects and engineers to address and resolve code, design and code related issues;
_ Interprets and enforces maintenance codes for existing buildings and supervises the abatement of dangerous buildings;
_ Performs related duties as assigned.

KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS:
Knowledge of:
_ Federal, State and City building and trades codes and ordinances;
_ construction methods, materials, specifications and plans related to building inspections, plan review and code enforcement;
_ supervisory methods and practices;
_ effective management and administration techniques of plan review, inspection and permitting activities;
_ public relations and customer service methods and techniques.
Skill in:
_ preparing and enforcing uniform building codes, inspection and enforcement procedures;
_ preparing recommendations for City code and ordinance development based on input from developers, contractors, architects, plan reviewers and technical staff reports;
_ leading, supervising and delegating duties to assigned staff;
_ creating and maintaining a positive image among community groups, individuals, media, and governmental entities;
_ establishing and maintaining effective working relationships with others;
_ effective oral and written communications.
PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: Vision is required to perform and monitor essential functions, and to complete data entry. Extensive public speaking, occasional standing, bending, stooping and driving are involved. Work is performed in office, public meeting, and construction sites environments. Requires the use of a City vehicle on City business. Individuals must be physically capable of operating the vehicles safely.
MINIMUM QUALIFICATIONS: A Bachelor's Degree in Construction Technology, Architecture, Engineering or related field, and five (5) years' direct management experience in building inspections, code enforcement, plan review, or construction/development; or any equivalent combination of experience, education, and training that provides the knowledge, skills, and abilities to perform this work. Must possess International Congress of Building Officials (ICBO) certification within 12 months of employment. Must possess a valid Arizona Driver's License.
ADDITIONAL REQUIREMENT: An employee of this class is required to live inside the City limits with eighteen (18) months of appointment.
