
SUMMARY: Under general supervision, performs professional level fiscal research and analysis to support and prepare capital and operating budgets for the City of Yuma.

DUTIES AND RESPONSIBILITIES:
_ Coordinates and prepares annual and two year budgets for the City of Yuma;
_ Prepares, quantifies, and analyzes department charges to the annual budget;
_ Evaluates and assists in departmental expenditure estimates and requests;
_ Prepares adopted budget document for printing;
_ Trains department and division personnel on budget software and processes;
_ Performs fiscal analysis and budget surveys;
_ Prepares financial reports, supporting schedules and special financial analysis;
_ Resolves complex problems encountered in performance of work assignments;
_ Performs other related duties as assigned.
KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS:
Knowledge of:
_ Arizona Revised Statutes, Federal, State and City laws, rules, regulations and guidelines related to governmental accounting, finance, auditing and budget preparation;
_ municipal administration and operational functions, structures, and interdepartmental relationships;
_ computer hardware, software, peripherals and automated accounting systems;
_ systems analysis, data collection, and statistical reporting methods and procedures;
_ training methods, practices and procedures.
Skill in:
_ analyzing, researching, interpreting and preparing statistical and financial reports;
_ manipulating automated computer systems to meet current and future departmental needs;
_ training department and division personnel in the development and monitoring of annual and biannual budgets;
_ handling multiple projects and assignments;
_ establishing and maintaining effective working relationships with City department staff, management, and regulatory agencies.
PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: Vision is required to perform and monitor essential functions, and to complete data entry. Occasional standing, bending, and stooping involved.
Work is performed in an office environment.
MINIMUM QUALIFICATIONS: Bachelor's Degree in Finance, Accounting, Public or Business Administration, and two (2) years' municipal budget and finance management experience or any equivalent combination of experience, education and training which provides the knowledge, skills and abilities.
ADDITIONAL REQUIREMENT: An employee in this class is required to live within fifteen (15) miles of the City limits, and within the United States.
