
SUMMARY: Under general supervision, conducts research, analysis and case processing to meet current and future growth and planning needs of the City.

PRIMARY DUTIES AND RESPONSIBILITIES:
_ Reviews applications for zoning, variances, subdivisions and conditional use permits;
_ Researches case and land histories, analyzes data, reviews materials and compiles recommendations and reports for a variety of City Boards, Commissions and Committees;
_ Provides information regarding planning elements for subdivisions, conditional use permits, zoning, general plan amendments, variances, historical district designations, and application processes;
_ Provides customer service to the public by assisting in the application process, responding to inquiries or complaints regarding planning and zoning issues;
_ Accepts and reviews business and liquor license application packets for completeness;
_ Completes plan review checks for site plans logged in for review and site inspection;
_ Completes or participates in special projects for internal and external processes such as 5-Year Plan, Case Review Task Force, West Wetlands Task Force and others as requested;
_ Prepares public presentations for various Boards and Commissions in written, graphic and oral reports;
_ Processes Historic District Review Commission and Design Review Committee cases;
_ Resolves routine problems encountered in performance of work assignments;
_ Performs other related duties as assigned.
KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS:
Knowledge of:
_ Federal, State, and City urban planning and development laws, rules, regulations, codes and ordinances;
_ historical land and property records and data collection research techniques;
_ municipal planning, zoning and growth management analysis practices, principles and techniques;
_ customer service methods and techniques.
Skill in:
_ effective oral and written communications;
_ analyzing and compiling technical and statistical data or information;
_ coordinating and managing assigned special planning projects;
_ preparing technical reports and recommendations;
_ establishing and maintaining effective working relationships with others.
PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: Vision is required to perform and monitor essential functions, and to complete data entry. Extensive public speaking, occasional standing, bending, stooping and driving are involved. Work is performed in office and public meeting environments. Requires the use of a City vehicle on City business. Individuals must be physically capable of operating the vehicles safely.

MINIMUM QUALIFICATIONS: A Master's Degree in Urban Planning or related field, and two (2) years' current or long range municipal planning experience with the City of Yuma; or any equivalent combination of experience, education, and training that provides the knowledge, skills, and abilities to perform this work. Must possess a valid Arizona Driver's License.
ADDITIONAL REQUIREMENT: An employee in this class is required to live within fifteen (15) miles of the City limits, and within the United States.
