SUMMARY: Under general direction, performs administrative management work assisting the Director on a variety of departmental functions that include organizational and operational analysis, work planning, budgeting, human resources, purchasing, training, public relations and customer service.

    DUTIES AND RESPONSIBILITIES:

    · Directs and supervises departmental support staff engaged in performing administrative assignments;

    · Participates in organizational and procedural analyses;

    · Evaluates recommended organizational changes and reports on the merit of the recommendations;

    · Coordinates preparation of department budget projections and developing cost estimates;

    · Reviews progress of projects and work assignments with assigned personnel, assists them in organizing resources, and mentors, coaches, and evaluates their performance;

    · Supervises the preparation of a variety of public and administrative reports;

    · Writes financial and administrative reports, correspondence, and internal memorandums;

    · Assists departmental staff in resolving administrative issues or responding to citizen complaints in accordance with established policies and regulations;

    · Retrieves data and compiles reports from collected data;

    · Keeps files of reports and written correspondence;

    · Represents the Department at different events, meetings and activities in the community;

    · Performs other related duties as assigned.

    KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS:

    Knowledge of:

    · public administration, human resources management, organizational analysis, research and project management practices and principles;

    · conflict resolution and human relations techniques;

    · supervisory methods and practices;

    · department goals, objectives, policies and procedures.

    Skill in:

    · making decisions in accordance with rules, regulations, and ordinances governing the Department;

    · analyzing, interpreting and reporting research findings;

    · establishing and maintaining effective working relationships with City staff;

    · prioritizing work projects and meeting deadlines;

    · producing written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar;

    · comprehending and making inferences from written material.

    PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: Work is performed in an office environment. Vision is required to perform and monitor essential functions, and to complete data entry. Occasional standing, bending, and stooping are required.

    MINIMUM QUALIFICATIONS: A Bachelor's Degree in Business or Public Administration, and four (4) years' business administration experience, and one (1) year of supervisory experience; or any equivalent combination of experience, education, and training that provides the knowledge, skills, and abilities to perform this work. Must possess a valid Arizona Driver's License.

    ADDITIONAL REQUIREMENT: An employee of this class is required to live inside the City limits with eighteen (18) months of appointment.
