
SUMMARY: Under general supervision, assists in directing the overall operation, maintenance, repair, and construction of the City's streets and related right-of-way infrastructure .

DUTIES AND RESPONSIBILITIES:
_ Maintains computerized Pavement Maintenance System;
_ Assists in planning and supervising the maintenance and repair of hard surfaced and non-hard surfaced roads, storm sewers, road medians, highway right-of-ways and open drainage channels;
_ Assists in directing and administering policies that include planning long-term programs and making difficult technical decisions;
_ Plans and directs the inspection and monitoring of Street Maintenance Contracts and meets with vendors, contractors and consultants regarding contractual activities;
_ Writes or directs the preparation of comprehensive management reports;
_ Researches and responds to questions or problems raised by City Council and City Administrator, Public Works Director, Assistant Public Works Director, other City departments, outside agencies, and the public;
_ Reviews progress of projects and work assignments with supervisors, assists them in organizing resources, and mentors, coaches and evaluates their performance;
_ Applies improved work procedures to ensure safety and efficiency of operations;
_ Resolves routine problems encountered of subordinate personnel performance of work assignments;
_ Performs other related duties as assigned.
KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS:
Knowledge of:
_ City, State and Federal laws, rules and regulations in the administration of street maintenance;
_ Supervisory methods and practices;
_ materials used in street and drainage facilities maintenance, repair and cleaning;
_ equipment maintenance and bid specifications for new equipment to insure that operating requirements are met;
_ statistical analysis, geometric design, and other engineering mathematics as they relate to street construction and preservation.
Skill in:
_ developing long and short term plans and programs to make major policy decisions on complex administrative or operational activities;
_ preparing and understanding comprehensive and complex technical reports related to administrative or operational activities;
_ working cooperatively with other City employees, various levels of City and Departmental staff, and the public, often in stressful situations;
_ observing, comparing, or monitoring data to determine compliance with prescribed operating standards.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: Work is performed in a variety of weather conditions with exposure to the outdoor elements. Vision is required to perform and monitor essential functions, and to complete data entry. There is need to stand, stoop, and walk during the course of the workday. Requires the use of a vehicle on City business. Individuals must be physically capable of operating the vehicles safely.
MINIMUM QUALIFICATIONS: An Associate's Degree in a related field, and three (3) years' experience in municipal public works construction and maintenance programs, equipment operation or related utility systems, and one (1) year of supervisory experience; or any equivalent combination of experience, education, and training that provides the knowledge, skills, and abilities to perform this work. Must possess a valid Arizona Driver's License.
ADDITIONAL REQUIREMENT: An employee in this class is required to live within fifteen (15) miles of the City limits, and within the United States.
