
SUMMARY: Under general direction, directs the operational activities of Parks and Recreation divisions. Initiates and manages special projects for the department.

DUTIES AND RESPONSIBILITIES:
_ Oversees the daily operational activities of Parks and Recreation divisions;
_ Promotes team building and team working environments;
_ Identifies, defines, assigns and directs special projects to be completed by parks and recreation divisions and staff;
_ Works cooperatively with other City employees and special interest organizations to facilitate project implementation or issue resolution, and researches options for development and implementation of special projects and presents related recommendations;
_ Develops staff and team work plans with department division heads;
_ Participates in community relations activities with various governmental agencies, special interest and volunteer groups, and represents the City on related boards and meetings;
_ Selects, develops performance expectations, trains, manages, motivates and evaluates assigned personnel and researches and resolves staffing and personnel issues;
_ Assists in budget development and planning for parks and recreation divisions;
_ Makes budget presentations and implements divisional budgets according to long term plans;
_ Monitors and evaluates the efficiency and effectiveness of department and division work methods and procedures;
_ Assesses and monitors department and division work load and recommends process improvements;
_ Researches and responds to questions or problems raised by City Council
_ Performs other related duties as assigned.
KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS:
Knowledge of:
_ City, State and Federal laws, rules and regulations in the operation of City Parks and Recreation divisions;
_ project management and implementation techniques;
_ supervision and personnel management techniques;
_ philosophy and objectives of public recreation.
Skill in:
_ effective written and oral communication with City Council, City employees, other government officials, boards and the general public;
_ managing, motivating and evaluating assigned staff;
_ evaluating divisional work methods and procedures;
_ identifying and developing special parks and recreation projects.
PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: Work is performed in an office environment. Vision is required to perform and monitor essential functions, and to complete data entry. Occasional standing, bending, and stooping is involved. Requires the use of a City vehicle on City business.
MINIMUM QUALIFICATIONS: A Bachelor's Degree in Parks and Recreation Administration or related field, and five (5) years' parks and recreation department or division administration experience, with authority for program orientation and budget administration, capital improvement, design or related construction projects, or any equivalent combination of experience, education and training which provides the knowledge, skills and abilities. Must possess a valid Arizona Driver's License.
ADDITIONAL REQUIREMENT: An employee in this class is required to live inside the City limits within eighteen (18) months of appointment.
