SUMMARY: Under general direction, directs the GIS functions of the Community Development Department, administrative functions, special projects, policy development and personnel issues.

PRIMARY DUTIES AND RESPONSIBILITIES:

_ Oversees, directs, prioritizes, trains, evaluates and schedules assigned staff in the Community Development Administrative Division;

_ Oversees and manages the annexation and economic development of construction projects, major policy development, identification and resolution of problems, customer services, and special projects;

_ Assists with identification of funding sources for development and redevelopment projects and improvements;

_ Coordinates Customer Service quality improvement process and integration activities including front desk, technical assistance, newsletters, and "One Stop Shop" Project Packet Kit;

_ Provides support of annual department budget preparation;

_ Coordinates the development of the division's budget and business plant and presents business plan opportunities and budget to other division staff and managers;

_ Coordinates the development of the department 5-year Operational Plan;

_ Oversees City-wide annexation activities, including development of pre-annexation agreements, verification of funding available to fund agreements, compliance with Arizona Revised Statutes regarding annexation proceedings, recommendations to City Council as to acceptance of proposed annexations and final agreements are processed;

_ Meets with City departments to ensure they have the necessary resources to provide the expansion of their services into proposed subdivision or industrial developments;

_ Identifies strategic opportunities, problems or trends associated with the growth and development of the City economy, tax base, commercial and residential neighborhoods;

_ Assists Greater Yuma Economic Development Corporation (GYEDC) with industrial development prospects such as private prisons, processing plants, and jet engine facilities;

_ Researches, identifies investors and interested parties, facilitates discussions, conducts public outreach and develops recommendations for City Administrator and City Council review and action;

_ Resolves complex site development issues by consulting with developers, architects, engineers, contractors and property owners related to City development standards, requirements and codes;

_ Prepares development agreements to address and resolve unique site development concerns or issues;

_ Meets with and consults assigned staff related to proposed development of agreements, contracts, projects, code amendments, modifications, development or enforcement and annexations;

_ Assists with major policy development projects assigned to Community Development Division;

_ Provides oversight and guidance to Geographical Information Systems workgroup including ensuring necessary resources, time and training is provided for completion of job responsibilities;

_ Develops, coordinates, implements and administers assigned special projects;

_ Resolves complex and politically sensitive problems encountered in performance of work assignments;

_ Performs other related duties as assigned.

_ Federal, State, County and City economic planning and development laws, rules, regulations and ordinances;

_ building and zoning codes and ordinances;

_ identifying organizational systems and staffing functions;

_ identifying and projecting fiscal impacts of trends or projects on community tax base;

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: Vision is required to perform essential functions; occasional standing, bending, and stooping. Work is performed in an office environment. Requires the use of a City vehicle on City business. Individuals must be physically capable of operating the vehicles safely.

MINIMUM QUALIFICATIONS: A Master's Degree in Business or Public Administration, Urban Planning or related field, and five (5) years' direct supervisory and/or management experience in community planning and development or engineering in a municipal environment; or any equivalent combination of experience and training/education that provides the knowledge, skills, and abilities to perform this work. Must possess a valid AZ Driver's License.

ADDITIONAL REQUIREMENT: An employee in this class is required to live inside the City limits within eighteen (18) months of appointment.
