SUMMARY: Under general direction, oversees and manages the Accounting, Customer Service and Budget divisions of the Administrative Services Department.

    DUTIES AND RESPONSIBILITIES:

    _ Oversees, directs, prioritizes and assigns staff in the Accounting, Customer Service and Budget Divisions of the Administrative Services Department;

    _ Prepares the Comprehensive Annual Financial Report (CAFR)

    _ Creates and updates the Finance Department computer system for automated preparation of reports;

    _ Trains staff in the utilization of the automated financial computer systems;

    _ Assists in monitoring auditing work of external auditors;

    _ Monitors and assists Budget Analysts to prepare forecasts, review revenue projections, oversee use of budget system and to produce reports for the City Council, Mayor, City Administrator and City departments;

    _ Administers the sales tax and business license programs including the Model City Sales Tax Code, advising City departments and taxpayers as to their responsibilities under the law, and preparing ordinance revisions related to sales tax and business license matters;

    _ Reviews, analyzes and recommends solutions to special problems related to accounting, reporting, taxes and rate analysis for municipal utilities;

    _ Resolves complex problems encountered in the performance of work;

    _ Performs duties of Director of Administrative Services in his or her absence;

    _ Performs other related duties as assigned.

    KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS:

    Knowledge of:

    _ Federal, State, County and City rules, regulations, guidelines and ordinances related to GAAP, CAFR, accounting, auditing, employment, and purchasing regulations;

    _ municipal operations management and administration principles and practices;

    _ financial management, budget development, projection and monitoring practices and procedures;

    _ research, analysis, interpretation, development and implementation of rules, regulations, policies, procedures and ordinances related to accounting, auditing, tax codes, and business licensure;

    _ computer hardware, software and peripherals to enter, retrieve, research and manage databases, accounting, auditing and purchasing software;

    _ investment methods, practices and procedures;

    _ contract negotiation and administration practices and procedures.

    _ establishing and maintaining effective working relationships with City Council, Mayor, City departments and staff.

    PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: Work may involve extended work days outside the regular working hours to attend and present at meetings and community events. Vision is required to perform and monitor essential functions, and to complete data entry. Occasional standing, bending, and stooping involved. Work is performed in an office environment.

    MINIMUM QUALIFICATIONS: A Bachelor's Degree in Business Administration, Accounting, or related field and five (5) years' experience in financial management, accounting and budget administration in a municipal or governmental agency; or any equivalent combination of experience, education and training which provides the knowledge, skills and abilities. Must possess Certified Public Accounting certification.

    ADDITIONAL REQUIREMENT: An employee in this class is required to live inside the City limits within eighteen (18) months of appointment.
