SUMMARY: Under general direction, directs the daily operations of streets, water and wastewater treatment, distribution and collection and equipment maintenance divisions. Acts as principal City staff for water rights and resources.

    DUTIES AND RESPONSIBILITIES:

    _ Plans, organizes and directs programs, projects and operations involving professional, supervisory and technical staff of the Department;

    _ Provides executive policy level advice and performs administrative work in maintaining active liaison with all organizations having water resources-related interests;

    _ Plans for existing and future equipment and facility needs;

    _ Performs contract administration duties, including negotiating and recommending contract terms, evaluating performance, and ensuring compliance to warranty and contract agreements;

    _ Writes or directs the preparation of comprehensive management reports;

    _ Researches and responds to questions or problems raised by City Council and City Administrator, Public Works Director, other City departments, outside agencies, and the public;

    _ Confers with and delegates authority for the performance of technical and daily administrative and operational activities to the Deputy Public Works Directors;

    _ Reviews progress of projects and work assignments with supervisors and assists them in organizing resources as well as mentor, coach and evaluate their performance;

    _ Applies improved work procedures to ensure safety and efficiency of operations;

    _ Resolves routine problems encountered in subordinate personnel performance of work assignments;

    _ Performs other related duties as assigned.

    KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS:

    Knowledge of:

    _ City, State and Federal laws, rules and regulations in the administration and operation of a municipal public works department;

    _ engineering, science, technical, legal, financial, and public relations resources involved in the administration and operation of a municipal public works department;

    _ supervisory methods and practices; and

    _ City, State and Federal laws, rules and regulations in the administration of the City's access to water resources including Colorado River Water Law.

    Skill in:

    _ developing long- and short-term plans and programs to make major policy decisions on complex administrative or operational activities of the Department;

    _ preparing and understanding comprehensive and complex technical reports related to the administrative or operational activities of the Department;

    _ communicating orally with individuals and groups in face-to-face, one-on-one settings, in group settings or using the telephone;

    _ working cooperatively with various levels of City and Departmental staff, elected officials, State and Federal agencies, and the general public, often in stressful situations.

    PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: Work is performed primarily in office and meetings environments. Vision is required to perform and monitor essential functions, and to complete data entry. Occasional standing, stooping, walking is required during the course of a workday. Requires the use of a vehicle on City business. Individuals must be physically capable of operating the vehicle safely.

    MINIMUM QUALIFICATIONS: A Bachelor's Degree in Engineering, Business/Public Administration or Management, and five (5) years' administrative and supervisory experience involving related Public Works' activities; or any equivalent combination of experience and additional education and training to provide the knowledge, skills, and abilities to perform this work. Must possess a valid Arizona Driver's License.

    ADDITIONAL REQUIREMENT: An employee of this class is required to live inside the City limits with eighteen (18) months of appointment.
