
SUMMARY: Under limited direction, assists the City Administrator in the research, planning, development, coordination and implementation of special projects assigned by the City Council and/or Mayor, and advises, manages and directs all assigned departments of City of Yuma government.

DUTIES AND RESPONSIBILITIES:
_ Provides direct staff support and consultation to the City Administrator, department directors, City Council, Mayor and other staff;
_ Promotes collaboration and coordination of programs and services to avoid duplication of efforts and resources;
_ Oversees staff responsibilities related to City Council meetings;
_ Prepares, accepts, reviews, and/or rejects agenda items as appropriate;
_ Signs and authorizes documents binding City's resources;
_ Assembles cross department teams for special projects;
_ Presents status and results of research and special projects for review by the City Administrator and City Council;
_ Oversees the development, planning and implementation of new projects;
_ Oversees finances of the City including preparing budget proposals, rejecting proposed expenditures, authorizing budget expenditures and managing budgetary resources;
_ Assists in researching and responding to inquiries and complaints of a complex, sensitive and/or political nature;
_ Resolves complex problems encountered in the performance of work;
_ Acts as City Administrator in his or her absence;
_ Performs other related duties as assigned.
KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS:
Knowledge of:
_ Federal, State and City laws, rules, regulations and ordinances related to the management and administration of a municipal government;
_ Personnel, financial management, economic principles, budget development and cost control practices and principles;
_ planning, development, evaluation and project implementation techniques;
_ survey and evaluation techniques to determine the most effective delivery of services and programs to the community.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: Work may involve extended work days outside the regular working hours to attend meetings and community events. Vision is required to perform and monitor essential functions, and to complete data entry. Occasional standing, bending, and stooping is involved. Work is performed in an office environment.
MINIMUM QUALIFICATIONS: A Bachelor's Degree in Business, Public Administration, Political Science, Economics or closely related field, and five (5) years' direct management experience as a department director in similar or larger sized municipal environment; or any equivalent combination of experience, education and training which provides the desired knowledge, skills and abilities.
ADDITIONAL REQUIREMENT: An employee in this class is required to live inside the City limits within eighteen (18) months of appointment.
