SUMMARY: Under direct supervision, performs basic accounting functions to process billing, statements, enrollment forms, correspondence and payments for accounts receivable, employee insurance and savings bonds.

    DUTIES AND RESPONSIBILITIES:

    _ Creates and maintains records for Accounts Receivable section;

    _ Collects and prepares payments for deposit;

    _ Compose, prepare and mail statements and collection correspondence;

    _ Balances accounts receivable subsidiary ledger to general ledger;

    _ Collects, processes and maintains employee insurance enrollment and benefit forms and COBRA enrollment forms and records in compliance with Federal, State and City laws and regulations;

    _ Updates, balances and processes insurance premiums and updates payroll records to reflect proper deductions and changes;

    _ Verifies, resolves discrepancies and processes receiving reports, invoices, and purchase orders;

    _ Follows division policies and procedures in the processing and distribution of checks for purchases;

    _ Researches and responds to routine questions and inquiries from telephone and walk in customers;

    _ Performs routine clerical duties including preparation of correspondence, answer and direct division telephone calls or takes messages as appropriate

    _ Sets up, maintains records and balances bond accounts of new and current employees for purchasing bonds;

    _ Assists departments and employees with payroll questions and sorts and distributes payroll;

    _ Ensure all venders have a tax ID number and compile list of vendors who are to receive 1099 forms;

    _ Creates statistical reports for supervisor, consultants and management as assigned;

    _ Resolves routine problems encountered in performance of work assignments;

    _ Performs related duties as assigned.

    KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS:

    Knowledge of:

    _ Federal, State and City accounting and internal control rules, regulations practices and procedures related to area of assignment;

    _ employee insurance benefit enrollment, processing and filing practices and procedures;

    _ general office machines, practices and procedures;

    _ bookkeeping and accounts maintenance, reconciliation, debits and credits practices and procedures;

    _ automated financial systems to enter, update, research, retrieve and produce database informational reports, production runs, spreadsheets and requested special accounting reports;

    _ customer service methods and practices.

    Skill in:

    _ understanding and following written and oral instructions;

    _ timely completion of data entry in area of assignment;

    _ accurately computing, processing and reconciling multiple accounts;

    _ responding to inquiries and complaints from customers;

    _ establishing and maintaining effective working relationships with others.

    PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: Vision is required to perform and monitor essential functions, and to complete data entry. Occasional standing, bending, and stooping involved.

    Work is performed in an office environment.

    MINIMUM QUALIFICATIONS: A High School Diploma or G.E.D., and one (1) year bookkeeping or accounting experience or any equivalent combination of experience, education and training which provides the knowledge, skills and abilities.

    ADDITIONAL REQUIREMENT: An employee in this class is required to live within fifteen (15) miles of the City limits, and within the United States.
