Purpose
TLC guides organizational development and fosters continuous improvement by integrating best practices that fully integrate a culture of proactive leadership and accountability into the fabric of the City.

Primary Focus:
TLC’s primary focus is on building strategic alignment and driving execution to improve and sustain organizational effectiveness and service delivery. Creating a culture of high performance requires the development of an integrated, organization-wide strategic system of aligning priorities through performance planning and execution. Since 2007, TLC has worked directly the executive management team in creating a culture of high-performance which is based upon the three dimensions of people, strategy and operations.

The strategic initiative to transition the organization from an over-managed, under-led reactive environment of “putting out fires” to a proactive leadership culture of planning strategically has been branded “LDP” for Leadership Development Program. LDP builds high performance leadership at all levels where workers’ highest talents are fully utilized toward fulfilling the organization’s top priorities.

Leadership Development Curriculum         
Develops leadership at all levels, entry through executive, with a focus on followership in building a knowledge-age workforce . . . where workers’ highest talents are fully utilized toward fulfilling the organization’s top priorities. LDP incorporates multi-dimensional, continuous improvement processes that assure the workforce is prepared to meet and exceed performance goals. Through the key elements of people, strategy and operations, TLC partners with the workforce in driving strategic alignment and positive, proactive, sustainable accountability.

TLC staff provide guidance and consultation in aligning top priority goals to our vision and purpose of serving our community.

The Operational Process: 4 Disciplines of Execution
TLC staff develops high performance teams that can take strategy and convert it into action through the implementation of the 4 Disciplines of Execution operating system. Teams learn to craft measureable goals, act on lead measures that predict and influence achievement of goals, track and measure performance and create individual and team accountability.
