
Chad Heinrich serves as the Government Relations officer for the City of Tempe. The Government Relations office represents the City’s interests at all levels of government. Through this representation, the City seeks to build mutually beneficial partnerships between the City of Tempe and other entities.
Chad holds a Master's degree in Public Administration and has almost a decade of experience in state and local government. Chad’s prior government experience includes serving as the Deputy Secretary of State for the State of South Dakota. In that capacity, he served as the elected Secretary of State’s Chief of Staff managing 14 employees, administering a $4M budget and working as the lead lobbyist--crafting legislative reforms, negotiating passage of legislation and assisting with implementation of federal and state legislative changes. Prior to serving as Deputy Secretary of State, Chad worked with the South Dakota Municipal League. In that capacity he assisted in the development of the organization's policy positions and agenda, advocated the organization's legislative priorities and developed training programs for the membership.
Recognitions and Achievements:
Toll Fellow – Selected by the Council of State Governments as one of the top 40 state government officials in the nation from all three branches of state government.
Chair, Governor’s Personnel Advisory Board – Elected by the Constitutional officers of the State to serve as Chair of the Governor’s Personnel Advisory Board to shape personnel policy for the State of South Dakota.
President, Oahe Family YMCA, Pierre SD – Served as President of the Board of Directors. Led the recruitment of a new Executive Director. Negotiated a shared use/shared services agreement with the City enabling YMCA members the use of a City owned water recreation facility.
President, Endowment Fund – Served as Chair of a 5-member board that managed contributions to and disbursements from a designated endowment fund for the benefit of a religious organization.
