The Environmental Services Section of the Water Utilities Division is responsible  for administering the City of Tempe 's Backflow Prevention Program, which is a containment program as defined by state regulation, R18-4-215, and Tempe City Code. The purpose of the Backflow program is to protect the public water supply of the city from the possibility of contamination or pollution by isolating within the user's system such contaminants or pollutants which could backflow into the public water supply, and to provide for the monitoring and enforcement of the program. This is accomplished by inspecting service connections to ensure compliance with ordinances related to backflow, tracking the annual testing of privately-owned backflow assemblies to ensure proper operation, and investigating water quality complaints and backflow incidents.

The City is implementing a compliance data system (“CDS”) which will be fully implemented in early 2013. The tester registration portion of the backflow module is now available. Those testers who are currently recognized testers with valid e-mail addresses, will receive an e-mail with instructions on how to register. A hyperlink to the tester registration instructions is provided below.

The on-line data entry module will be fully operational by mid-February. Instructions will be e-mailed to all registered testers when the test results module is completed. This module will allow the backflow tester to input the test results. Until the CDS program is in fully operational, hard copy and electronic versions in portable document format (“PDF”) reports other than the City of Tempe form will be accepted. In addition to the assembly test results, the private test report must contain the following: water meter serial number, manufactures, model, size, and serial number of the assembly.

If you would like to become a recognized tester, please complete and submit the “Application for Recognition as a Backflow Assembly Tester.” When your application is approved, you will be issued an e-mail approving your application. Instructions detailing the registration and data entry procedures will be included in the approval e-mailed to you.
