The Finance and Technology Department provides financial management, technology and operational support to the Mayor and City Council, the City Manager, and City departments. Services provided by the Finance division include accounting, budgeting, long-range financial planning, cash management, purchasing, payroll, sales tax collection and auditing, business licensing, utility billing and collection, and risk management. The Technology division coordinates all of the City's information and telecommunications systems.

Finance
Our purpose: We provide excellent financial services and promote financial sustainability through sound fiscal administration, transparency, integrity, accountability and superior customer service

Administrative services include payroll, accounts payable, special assessments, accounts receivable, cash management, account reconciliation, and periodic financial reporting including utility rate analysis, and the preparation of the Comprehensive Annual Financial Report (CAFR).
Budget 480-350-8881 Manager: Cecilia Robles
Responsible for preparation of budget documents, long-range financial capacity study, revenue forecasting, capital improvements program, benchmarking, budget monitoring, forecasting, and fiscal impact analyses.
Customer Services 480-350-8361 Customer Svcs Administrator: Tarja Nummela
Responsible primarily for billing and collecting charges for water, sewer, refuse and irrigation services. In addition, this division provides cashiering, customer inquiry and meter reading services.
Procurement 480-350-8324 Central Svcs Administrator: Michael Greene
Responsibilities include procurement and contracting of all materials, supplies and services for City departments with the sole exception of architecture, engineering and construction. Procurement is also responsible for the administration and compliance auditing of all terms for blanket contracts that have been established through competitive bidding.
Risk Management 480-350-8321
Processing of property/liability claims against the City as well as worker's compensation claims. Risk Management is also responsible for employee safety and industrial hygiene.
Sales Tax & Business Licenses 480-350-2955
Administration and enforcement of the City of Tempe Code requirements related to the licensing of applicable business for privilege and use tax and transient lodging tax. In addition, the office is responsible for the issuance of several types of specialty business licenses related to liquor sales, amusements, massage, soliciting, etc.
Information Technology
Our purpose: We partner with City of Tempe departments to understand their business needs and to identify, implement and support efficient and effective technological solutions that enable departments to provide superior service using sustainable practices.

Coordinates all of the City’s information and telecommunications systems to ensure that the City receives the maximum benefit from its nearly $10 million annual investment in these technologies.
