Councilmember Barbara J. Carter

Barb Carter was re-elected to her second four-year term on the City Council in March 2004. Ms. Carter serves as the chair of the Social Services and Culture Committee and serves on the Central City Development Committee of the Whole, and the Education, Technology and Economic Development Committee.

She also serves as chair for the Tempe Center for the Arts Executive and Steering committees, both of which are responsible for aspects of the Design and Development of the Tempe Center for the Arts.

Mrs. Carter, recently retired after 25 years as a special education teacher. She was a founder of the Tempe Secondary Education Foundation where she served as Secretary/Treasurer. She has served for five years on the National League of Cities Leadership Training Council and is currently serving as Vice-chair for 2007. She is the former Chair of the Tempe Municipal Arts Commission and former president of Tempe Sunrise Kiwanis. She was a member of the Tempe Leadership Class IX and the Tempe Leadership Board of Directors and served two years as treasurer. Mrs. Carter also is a member of the Sister Cities Organization.

Mrs. Carter attended the University of Central Oklahoma , where she received a Bachelor's Degree in Special Education in 1970. She also received her Master's Degree in Educational Leadership from Arizona State University in 1984. Mrs. Carter has been married to her husband, Wade, for 38 years and has two adult sons,  and a daughter-in-law. She has been a member of the First United Methodist Church in Tempe since 1976.
