The Diversity Department is very committed to providing the best services possible to City of Tempe employees and the Tempe community.  From our workforce initiative to our community programs and services, the Diversity Department strives to promote fairness and inclusion.

The Diversity Department provides a Safe Haven to promote a healthy work environment, develops and manages, with the City of Tempe Diversity Steering Committee, the Diversity Strategic Plan and assists City Departments with diversity issues.  The Diversity Department partners with the Human Relations Commission and the Mayor's Commission on Disability Concerns.  Partnering with these advisory groups provides direct communications of the needs of the community.

Rosa Inchausti is the Diversity Manager for the City of Tempe.  She has worked for the City of Tempe for the past fifteen years, originally hired as the City's first bilingual Marriage and Family Therapist through the Social Services Division.  In her role as Diversity Manager, Rosa is responsible for advocating fair and equitable treatment for all City of Tempe employees.  Her main role is that of a Safe Haven for any employee requesting assistance with issues regarding discrimination, retaliation or harassment.  In a proactive role, she works with individuals and groups to raise awareness of civil treatment issues.

Vision: "With Diversity Comes Strength"     

Diversity in the workplace is an inclusive process whereby the City benefits from the combined skills and experience of all employees at every level and position. The goal of creating an inclusive workplace is to meet the needs of an increasingly diverse community.

A continued effort of education and training every employee, regardless of status or position, will focus on achieving an inclusive workplace in which no one person or group is provided special consideration over another. The impact of the training will increase the consciousness and appreciation of the differences and recognition of the similarities associated with heritage, characteristics and values of many different groups of people, as well as increasing the respect for the uniqueness of each individual.

Ginny plans and coordinates all activities related to Diversity event and programming. Among some of the events she is responsible for producing are the Human Relations Commission MLK Diversity Awards Banquet, the East Valley Regional Unity Walk, the Tempe Tardeada, the Diversity Dialogue Program and Community Conversations, and the  WHO's Your Neighbor? Brown Bag Lecture Series. In addition to diversity events, Ginny coordinates the Boards and Commissions Dinner.  Ginny is responsible for identifying diversity awareness programming opportunities within the community.

ADA Compliance Specialist


Karl promotes accessibility for City of Tempe citizens and employees with disabilities. This position works with other city departments to ensure accessibility; helping to review plans, update policies, provide employee trainings, and create access to programs and services. This position also provides information to citizens regarding the Americans with Disabilities Act and local disability resources by answering an ADA hotline. This position staffs the city’s Commission on Disability Concerns, reviews city facilities, and provides ideas to further accessibility.

Diversity Assistant

This position supports the Diversity Department. This position designs, formats, and edits the Diversity, Tardeada and the Human Relations Commission websites. This position assists with the coordination and documentation of meetings and training workshops. They also assists with coordinating and staffing events hosted by the Diversity Department. Overall, this position efficiently manages the tasks of the front office, providing general information on departmental and city policies and procedures related to diversity.
