A team within the Community Development Department, the Revitalization
+ Redevelopment Division was reorganized in
the spring of 2004. Our
mission is to create and implement economically and environmentally
sustainable community solutions, ultimately serving to improve the quality
of life in Tempe and the metropolitan region.
The R+R Division is charged with a wide variety of
projects including redevelopment, historic preservation, housing
assistance and homeless coordination. R+R is formally organized into three
sections, including Redevelopment,
Special Projects,
and
Housing
Services.
Redevelopment is a proactive tool that is
intended to encourage reinvestment, revitalization, and preservation or
reuse in designated areas. It is generally used when conventional planning
techniques are unable to address the complex, unique or extreme nature of
a problem or opportunity. Tempe Redevelopment Staff works closely with
residents, businesses, property owners, the State Historic Preservation
Office [SHPO] and stakeholders to advance
concepts and strategies which guide future development or preservation
while providing the tools and resources necessary to achieve the desired
outcome.

Functions include the maintenance and support position of Historic Preservation Officer
[HPO]; staff support to Historic Preservation Commission, research potential
historic properties, sites and districts; apply for and administer grants
to effect preservation of historic properties; provide expertise to
Building Safety, Engineering, Current Planning, Redevelopment,
Neighborhood Planning, etc. regarding development impacts on historic
properties; interface with SHPO, Tempe Historical Museum, National Trust,
Arizona Preservation Foundation, HUD, Secretary of the Interior, etc.

Utilizing staff from all sections, Special
Projects provides project coordination for high profile private sector
projects, project management for City projects and acts as an Ombudsman
for ASU and private sector projects that encounter difficulties during
development. This also involves coordination with stakeholders to
develop plans which comply with state and city regulations.
