The Neighborhood Enhancement Section is responsible for the enforcement of a variety of municipal codes, ordinances and rehabilitation programs which were created to promote the health, safety, and welfare of our citizens. The enforcement of codes and use of rehabilitation programs will enhance the quality of life in our city and help to maintain healthy neighborhoods free of unsightly or hazardous conditions that can have a negative impact on surrounding property values.

Code Summaries:

The Nuisance and Property Enhancement was designed to help reverse the process of neighborhood deterioration and enhance the quality of life in our city.  Commonly enforced prohibitions of this code include:
Trash, litter, and debris                                            Junk yards or dumping grounds
Inoperable/unregistered vehicles and parts           Lawn parking

Deteriorated fences and walls                                 Barking dogs
Weeds and grass (over 12")                                    Dead or deteriorated landscaping

The Rental Housing Code ensures that our rental housing, both single family homes and multi-family units, remain free of deteriorated and slum-like conditions. The code was not designed to settle landlord-tenant disputes. It establishes a set of minimum standards in each of the following areas:

The Zoning Ordinance establishes procedures for obtaining use permits and requesting variances from the code provisions. Some of the more common complaints we investigate include:
Excessive occupancy
                                                RV, boat, and trailer storage
Placement of accessory buildings
                           Home occupation violations
Fence heights and placement 

The Noise Ordinance covers different sources of noise and several different city departments share responsibility for the enforcement of the code. Some of the more common complaints that we are responsible for investigating include complaints of excessive noise generated from the following sources:
Air conditioners                                                         Construction equipment and activity
Machinery
