Applications for voluntary property downzoning now available
TEMPE, Ariz - Preserving the character of Tempe’s neighborhoods is important to many people in our community. To help, the Tempe City Council approved a measure to allow property owners to voluntarily downzone their properties from R-3 and R-3R to R-2 zoning.
R-3R and R-3 allow the density of 15 and 20 dwelling units per acre respectively. R-2 zoning allows 10 dwelling units per acre.
To assist those property owners who choose to downzone, the City will waive applicable rezoning fees, post the hearing notifications, and organize required neighborhood meetings.
Learn more about voluntary downzoning and find out if your property qualifies. The City of Tempe will offer an informational meeting on Oct. 30, 5:30 p.m. in the Cahill Room at the Westside Multigenerational Center, 715 W. 5th St.

Community Development staff will assist any applicant of voluntary downzoning program with the processing of the application if requested.
To qualify, applicants must meet the following conditions.
- The property is currently zoned either R-3R or R-3
- The property owner agrees to rezone the property to R-2
- The property owner has submitted an application including a signed letter of explanation to the Community Development Department requesting the downzoning and the signed the Waiver of Rights and Remedies form
